HomeMy WebLinkAbout05.26.22 Staff ReportJEFFERSON COUNTY, WA SOLID WASTE ADVISORY COMMITTEE 5/26/22 STAFF REPORT Transfer Station Replacement Planning Process Staff received three responses to a request for qualifications and choose two to interview. Vikek Environmental Engineers, LLC of Poulsbo was chosen as the firm best suited to lead the planning process. Staff is presently negotiating the scope of work and fees with Vikek and expects to have an agreement for the BoCC’s approval shortly. Staff will update SWAC and the Task Force when the agreement has been executed. Scale Replacement Project Bid documents for the pit scale replacement project have been published in the Seattle Daily Journal of Commerce, emailed to contractors on the Municipal Research and Service Center’s Small Works Roster, and advertised in the Port Townsend Leader. Public Works has asked bidders to complete the project in 40 working days between September 5, 2022 and January 1, 2023, though lead time on the manufacture of the scales may not make this possible. Bids will be opened on June 13, 2022 and we will know then when the project will commence. Improvements are being made to the temporary tipping wall in advance of this project. Tire Collection Public Works is working on a service agreement with a company that collects and recycles tires. It would appear that using a recycling service for tires would add another $5K - $6K a year to operating expenses. Environmental Center Improvements Sharps collection bins and have been installed at both the Quilcene and Transfer Station facilities so that customers have an easy means of disposal without transiting the scales and staff are at less risk of injury. This additional service will be advertised in a flyer insert in the next PUD billing. Staff has ordered large poly tanks to replace the steel drums for used antifreeze collection at both environmental centers. This will make it easier for customers to dispose of antifreeze and will protect from the corrosion and leakage that occur with steel drums when customers deposit corrosive engine coolant cleaning products in the drums. A large used oil tank has been installed at the Quilcene environmental replacing the 55-gallon steel drums. Refrigerated Appliances The estimated difference between the fees collected for refrigerated appliances in 2021 and the cost for disposal was $21K. Staff would like to maintain the current fee as a service to our customers so we are considering cost saving program revisions. Staff is soliciting quotes for the on-site removal of refrigerant gasses from appliances. This would then allow the appliances to be recycled through the contractor for metal recycling and avoid having to ship the appliances to Seattle for this service. Paint Care Program Public Works has been working with Paint Care to amend the service agreement such that it will satisfy the County’s insurer. Paint Care will not remove the third-party liability clause so it does not appear that Jefferson County will be able to use the service.
