The following information is needed to continue review of your project. The public comment period resulted in several requests for a traffic impact analysis (TIA). Please have a TIA prepared. Upon submittal, Jefferson County DCD shall route the fee to the Department of Public Works (PW) for review. Please see the associated invoice for this review. Please submit a letter and explanation from the septic designer providing details and justification for the septic line placement. The variance criteria must be considered in this letter. Please refer to Jefferson County Code (JCC) 18.25.580. The Department of Ecology (ECY) commented concerns about the determined Ordinary High Watermark (OHWM). A joint site visit was made on 11/2/2021 to review data and site characteristics. ECY identified areas of where the determination of the OHWM differed from that represented in the application. The changes in location varied from 13-foot to 86-foot differences measured. The applicant, ECY, and DCD must agree on the OHWM line and any required changes made to the proposal prior to continuing review of the application. The proposed interrupted buffer does not hold consistent with the definition of a functionally isolated lawfully established paved road or hardened surfaces. Overgrown gravel driveways are not consistent with that definition. Please apply for a code interpretation if you wish further clarification or revise the proposal to account for this change. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 2/2/2022.
