Hi Chief & Brent,
Yes, the WSRB will be rating the PUD in October of this year and available hydrants on the island within our district.
Currently the north end of the island has the highest WSRB rating given because there is not adequate fire flow, no
hydrants.
Since we are adding to our fire station on the island I have begun to ask some of the same questions. Samantha Harper
PUD has a been a great help with some history. Such as when the water line was installed and placed on island, size of
main water line, current hydrant placement, looping of the main line and or not, and such things as why residences
didn’t hook up to the main line or why more hydrants were not installed ($).
Why are there not more hydrants on the island? It came down to available funding at the time the main water line was
installed. The residence of the island didn’t want to pay for it and the PUD did have additional funds for more hydrants.

Welcome back!
I’m in the process of reviewing our coordinated water system plan and may reach out with regards to its relationship to
the WSRB’s water supply best practices.
Are you familiar with any fires on an Marrowstone island in the last four or five years? I ask because we are approving a
permit on Marrowstone island that requires the installation of a new fire hydrant. We assume this would have a positive
impact on the Fire District’s fire fighting capacity and would naturally wish to identify that in the staff report as well as
the history of any recent fires if it were accurate.

Dear Daryl,
I’ve reviewed the information provided and have come to the conclusion that the Jefferson County Community
Development Department has broad influence over two of the four core areas that are identified as the starting point to
determine a community’s Protection Class, 1) Water Supply and 2) Fire Safety Control and that our partners, the Fire
Districts, are largely responsible for the other two core areas, 3) Fire Department and 4) Emergency Communications
System. I’ve already shared with the County’s Chief Executive, Mr. Mark McCauley, that a measure of effectiveness
from the building side is the expenditure of 2% of the building division’s budget for training in the areas identified in the
Building Code Effectiveness Grading Schedule (BCEGS) evaluation you transmitted.
Could you also send me the evaluation criteria for the water supply areas you review? We wish to understand this more
fully. A principal goal is to identify now what measures may be undertaken to increase the Water Supply’s contribution
to our protection class, as we assume that this is a measure of the community’s reduction in risk.

Please see the attached documents from your last evaluation concerning the Building Department. Coincidently, you’re
up for another review September 7th of this year so I will be sending yourself and the Fire Chief an email outlining the
information I will require shortly. You will receive another questionnaire that resembles the attached questionnaire that
was completed back in 2017.
