RESOLUTION NO.
82-97
WHEREAS, RCW 36.88.050 provides for the initiation of road improvement districts by the
petition method;
WHEREAS, a petition was submitted to the Board of County Commissioners of Jefferson
County, Washington (the "Board") to form a road improvement district (the "RID") to make
improvements to certain areas of Country Ridge Drive and Blue Mountain Road;
WHEREAS, pursuant to Resolution No. 89-96, the Board declared its intention to form a Road
Improvement District (the "RID") pursuant to the petition method to make improvements to
certain areas of Country Ridge Drive and Blue Mountain Road and fixed a time and date for a
hearing on the creation of the RID;
WHEREAS, the petition was forwarded by the Clerk of the Board to the Director of the
Department of Public Works of the County for investigation and confirmation of sufficiency of
the petition; and
WHEREAS, the Director of the Department of Public Works determined that the petition had
been signed by the owners, according to the records of the Jefferson County Auditor, of a
majority of the front footage upon the improvements to be made and of the area within the
proposed RID; and
WHEREAS, notice was provided and a public hearing on the proposed RID was held on October
29, 1996, and at the hearing the Board determined to exclude certain property from the RID,
and thereby affecting the estimated cost of the improvements;
WHEREAS, pursuant to Resolution No. 100-96, adopted November 18, 1996, a new public
hearing on the proposed RID was set for December 17, 1996, to consider the adjusted
boundaries of the RID, and that hearing was continued and not concluded;
WHEREAS, the Board desires to set a date for the purposes of conducting and concluding a
hearing to consider formation of the RID;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF JEFFERSON COUNTY, WASHINGTON, as follows:
1. The Board confirms its findings in Resolutions Nos. 89-96 and 100-96 that the
petition for the formation of the proposed RID is sufficient and the property within the
proposed RID is sufficiently developed to warrant the formation of the proposed RID.
It is the intention of the Board to order the improvement of the portions of Blue
Mountain Road and Country Ridge Drive described in Exhibit A attached hereto and by
this reference made a part hereof, by making all improvements necessary to meet County
Road standards, including regrading, ballasting, surfacing and related improvements, all
in accordance with County construction standards.
2. The estimated cost and expense of the improvements (including those described
in RCW 36.88.300) are declared to be approximately $92,500.00. It is the intention of
the Board that all of the cost and expense of the improvements shall be borne by and
assessed against the property included in the RID herein proposed to be established.

The proposed RID shall be known and designated as Road Improvement District

No.4, and shall have the boundaries as described on Exhibit B attached hereto and by
this reference incorporated herein.
4. All persons who may desire to object to the construction of the improvements or
the formation of the proposed RID are notified to appear and present all objections at a
meeting of the Board to be held County Library at 7: aap.m., local time, on
August 12, 1997, which time and place are fixed for the hearing of matters relating to
such proposed improvements and all objections thereto.
5. The Director of the Department of Public Works is directed to submit to the
Board at, or prior to, the date fixed for such hearing, a diagram or'print showing thereon
the lots, tracts and parcels of land and other property which will be specifically benefited
thereby, and the estimated amount of the cost and expense of such improvements to be
borne by each lot, tract or parcel of land or other property, and also designating thereon
all property which is being purchased under contract from the County.
6. The Clerk of the Board is authorized and directed to give notice of the adoption
of this resolution of intention to each owner or reputed owner of any lot, tract or parcel
of land or other property within the proposed RID by mailing the notice to the owner or
reputed owner of the property as shown on the tax rolls of the Jefferson County
Treasurer at the address shown th~eon at least fifteen days prior to the August 12, 1997,
public hearing, as required by law and the fact that the property owners may withdraw
their names from the petition or add their names thereto at any time prior to 5:00 p.m.,
local time, of the day before the hearing. This resolution of intention also shall be
published in at least two consecutive issues of a newspaper of general circulation in the
County, the date of the first publication to be at least fifteen days prior to the date fixed
for hearing.
