HomeMy WebLinkAbout086 97 ~c.:p.'3. 7.30-97 ',' STATE OF WASHINGTON County of Jefferson IN THE MATTER OF ADOPTING A REVISED ORGANIZATION CHART FOR THE PUBLIC SERVICES DEP AR TMENTS } } } } RESOLUTION NO. 86-97 WHEREAS, the Board of Jefferson County Commissioners have indicated their intent to improve the efficiency of the Public Services Depart- ments, the effectiveness of the organization by encouraging Departments to work collaboratively on issues prior to bringing them to the Commissioners, and improve communication between these Departments to facilitate discussion of key issues; and, WHEREAS, it is desirable to have an organization that sets annual Department and County goals and objectives to facilitate the management of issues, organizational strategies, and strategic planning and to have an evaluation process that recognizes achievement of goals and objectives; and, WHEREAS, the Board of Commissioners have reviewed the current organization and reporting structure of the Public Services Departments and determined that the organization and reporting structure be defined as outlined in Schedule A; and, NOW, THEREFORE, BE IT RESOL VED, by the Board of County Commissioners of Jefferson County, that the organization structure of the Public Service Departments be as outlined in Schedule A and that all employees in the identified positions will retain their present level of compensation through 1997. / SEAL: ATTEST: Lorna Delaney, CMC Clerk of the Board VOL 23 .~r. 5.1~ / '---- Clerk of the Board ~ .// t\ 5Œ h ~d (.~) e fl: Jt Jefferson County Public Services Departments BOCC (County Commissioners) Director of Public Services Deputy Information Director of Public Services Services {uman Public Works Director irector irector of Community Development Health & Services D f' -M If: ...' ~~ C"'": N -' ~ MEMO Subject: Date: Board of Commissioners , Gary Rowe, Director of Public Services &f2-- David Goldsmith, Deputy Director of Public Services Resolution 73-97, Public Services Reorganization July 1, 1997 To: From: This week we reviewed the resolution restructuring the Public Services Department. There are two issues which are different from what our notes from previous meetings reflect. First, the organization chart puts the public services functions at the same organizational level as operating departments, yet the function serves a much broader scope of responsibility and span of control. After considerable discussion with Ken Lynn and following our last meeting together, we had understood that while the public services did not have line authority over operating departments, it plays a coordinating role for the Board through development and implementation of the strategic plan, as well as addressing a myriad of cross departmental administrative functions. This being the case the function would be not be at the departmental level, rather at a organizational level similar to that of the Clerk of the Board. When you think about it, the span of control within the organization is similar, i.e. a coordinating function with oversight responsibility above operating departments. The resolution states the Director's and Deputy Director's salary will be reviewed and set by the Board independent of the salary schedule. Our understanding was that the organization change did not alter compensation or the compensation schedule. We request an opportunity for the Board, Ken Lynn and ourselves to meet and resolve this apparent discrepancy between our understanding, the resolution, and the explicit and implicit impact to the organization.
