Resolution 73-97, Public Services Reorganization
July 1, 1997

From:
This week we reviewed the resolution restructuring the Public Services Department. There are
two issues which are different from what our notes from previous meetings reflect.
First, the organization chart puts the public services functions at the same organizational level as
operating departments, yet the function serves a much broader scope of responsibility and span of
control. After considerable discussion with Ken Lynn and following our last meeting together, we
had understood that while the public services did not have line authority over operating
departments, it plays a coordinating role for the Board through development and implementation
of the strategic plan, as well as addressing a myriad of cross departmental administrative
functions. This being the case the function would be not be at the departmental level, rather at a
organizational level similar to that of the Clerk of the Board. When you think about it, the span
of control within the organization is similar, i.e. a coordinating function with oversight
responsibility above operating departments.

The Second issue concerns the level of compensation concerning public services. The resolution
states the Director's and Deputy Director's salary will be reviewed and set by the Board
independent of the salary schedule. Our understanding was that the organization change did not
alter compensation or the compensation schedule.
We request an opportunity for the Board, Ken Lynn and ourselves to meet and resolve this
apparent discrepancy between our understanding, the resolution, and the explicit and implicit
impact to the organization.
