HEARING NOTICE: PROPOSED

RESOLUTION NO. 119-97
WHEREAS, requests have been made on behalf of specific Jefferson County Funds
for budget appropriations and extensions for their 1997 budgets due to additional expenditures,
which were not anticipated at the time of preparing said budgets, and budget extensions to allow
expenditures of unanticipated reimbursements received from fees, or grants from the State and
Federal government, or proceeds from the sale of bonds; and
WHEREAS, it appears to the Board of County Commissioners that a need and
emergency exists that could not have been foreseen or contemplated at the time of preparing the
budgets for 1997 and the following sums are needed for appropriation from the unencumbered
balances and extension of the fund budgets listed:

NOW, THEREFORE, BE IT RESOLVED, that an emergency is hereby declared,
and that extensions be made for the above noted funds.
BE IT FURTHER RESOLVED, that a public hearing be held on the said emergency
extensions and that said hearing be held in the County Commissioners I Chambers, Courthouse,
Port Townsend Washington, on the 17th day of November, 1997, at the hour of 3:00 p.m., and
that notice of said hearing be published in the official newspaper of Jefferson County, and that at
said hearing any interested taxpayer may appear and be heard for or against the extensions for
such alleged emergency.

RE: REQUEST FOR EMERGENCY APPROPRIA TION/AMENDMENT

Commissioners:
Appropriation
Please be advised that after a thorough examination of my current budget it appears that the amount
allocated in BARS Account No. 150-000-010 of $12,634.97 of the (see below) category is insufficient to
pay necessary expenses of this department for this year. After a careful examination of all the
expenditures within the department budget with respect to present and future needs, I find there are
funds available to transfer into the deficient account. Therefor, I request an emergency amendment in
the amount of $3040.00 for this current year for the following reason(s) as outlined below:

Reason
Treasurers 0 & M fund finances' the Foreclosure process. We have had a dramatic increase in parcels
requiring forclosure. There were forty eight (48) parcels for 1997 while we had just eleven (11) for
1996. There are sufficient monies in the 0 & M fund to cover these expenditures. We will also realize
recovery of foreclosure costs following the sale being held December 5, 1997.
