RESOLUTION NO. 126....97
WHEREAS, Jefferson County is applying to the State Department of Community, Trade, and Economic Development for funding
assistance; and,
WHEREAS, it is necessary that certain conditions be met as part of the application requirements; and,
WHEREAS, David Goldsmith, Deputy Director or Public Service is authorized to submit this application to the State of
Washington on behalf of Jefferson County; and,
NOW THEREFORE BE IT RESOLVED, that the Jefferson County Board of Commissioners authorize submission of this
application to the State Department of Community Trade and Economic Development to request $127,646 to many programs such
as, management; senior activities and nutritious warm meals for vulnerable e1der-Iy at the County' Community Center; ensures
health care access for the underprivileged; coordinates a network of retired senior volunteers to enhance public programs and
services and works collaboratively with the Housing Authority of Jefferson County to ensure adequate and affordable housing for
low income residents, and certifies that, if funded, it:
Will comply with applicable provision of Title I of the Housing and Community Development Act of 1974, and amended, and other
applicable state and federal laws;
Has adopted, a Community Development and Housing Plan that meets, at a minimum, the requirements of the Title I of the
Housing and Community Development Act of 1974, as amended;
Is adopting and is following the attached Citizen Participation Strategy which provides opportunities for citizen participation
comparable to the State's requirement (those described in Section 104(a)(2)(3) of the Housing and Community Development Act of
1974 as amended); has complied with all public hearing requirements and provide citizens, especially low and moderate income
persons, with reasonable advance notice of, and the opportunity to present their views during the assessment of community
development and housing \needs, during the review of available funding and eligible activities, and on the proposed activities;
Has provided technical assistance to citizens and groups representative of low and moderate income persons that request assistance
in developing proposals;
Will provide opportunities for citizens to review and comment on proposed changes in the funded project and program
performance;
Will not use assessments against properties owned and occupied by low and moderate income persons or charge user fees to recover
the capital costs of CDBG funded public improvements from low and moderate income owner occupants;
Will establish a plan to minimize displacement as a result of activities assisted with CDBG funds; and assist persons actually
displaced as a result of such activities, as provided in the Uniform Relocation Assistance and Real Property Acquisition Policies Act
of 1970, as amended;
Will conduct and administer its program in conformance with title VI of the Civil Rights Act of 1964 and the Fair Housing Act,
wand will affirmatively further fair housing. (Title VIII of the Civil Rights Act of 1968); and.
Has coordinated or will coordinate) with the County Sheriff to implement and enforce a policy prohibiting the use of excessive
force by law enforcement agencies within its jurisdiction against any individuals engaged in nonviolent civil rights demonstrations,
and a policy of enforcing applicable State and local laws against physically barring entrance to or exit from a facility or location
which is the subject of such nonviolent civil rights demonstration within its jurisdiction, in accordance with Section 104(1) of the
Title I of the Housing and Community Development Act of 1974, as amended.
Jefferson County designated David Goldsmith as the authorized Chief Administrative Official and authorized representative to act in
all official matters in connection with this application and Jefferson County's participation in the Washington State CDBG Program.

CITIZEN PARTICIPATION STRATEGY FOR 1998 APPLICATION
FOR COw.ruNlTY DEVELOP:MENT BLOCK GRANT
PUBLIC SERVICE FUNDING
INTRODUCTION .
The Jefferson County Citizen Partícìpa.tion Strategy Plan is a document required by the
Washington State Community, Trade and Economic Development Block Grant (CDBG)
Program. The Citizen Participation Strategy Plan is intended to guide the Count's citizen
participation activities in preparation for submitting an application fOf CDBG Public
Service fund!:, The City must delineate how it will involve its citizens. in the CDBG
application process and comply with the specific CDBG citizen participation
requirements.

To ensure that sufficient public notice is made, the Jefferson County Board of
Commissioners on November 10. 1997~ at its regularly scheduled weekly meetin& the
Jefferson County Board of Commissioners set a public hearing to be held on Monday.
November 24, 1997. Notice ofllie public hearing was published in The Leader. the local
newspaper designated for official Jefferson County notices. The notice infonned the
public that the Board of Commissioners would take conunents on the proposed CDBG .
application and that the funds would oontinue support of several activities sponsored by
the Clallam-Jeffe:rson Community Action Council for the benefit of low income persons.
In preparation for the public hearing. a summary of the proposed activities was made
available to the public at the Jefferson County Courthouse.
ANNOUNCEMENT OF A V AJLAB¡LITY OF CDBG FUNDS
At the November 24 Public Hearing~ citizens were informed of the amount of the
application and the proposed use of the funds to support activities conducted by the
Community Aotion Council in~luding low income rental assistance. minor home repair
projects. emergency shelter and homelessness prevention services. infonnation 81'ld
refenal and family self sufficiency support services
The Board of Directors of the Community Action Council will review the application and
comments from the Jefferson County Public Hearing at their Board meeting on
December 3. 1997. In addition to Board review and comment. time fOf public comment
will be scheduled. The Council Board of Directors is composed of representatives from
low income groups ìn Clallam an.d Jefferson counties as well as elected officials and
private sector representatives. The ~utes of the December meeting will be sent to the
state CDBG office in January after review and approval by the council Board.

Jefferson County will provide information regarding the application process to groups
representative of Jow and moderate income and special needs populations that request
infonnation. Jefferson County will work in cooperation with the Clallam.JetIerson
Community Action Councìl to prepare and submit the application.
GRIEVANCE PROCEDURE
The Jefferson County Board of~mmîssioners will respond to all complaints regarding
the proposed project within f1fteen working days . where possible. When resolution of
the compliant or grievance requires investigatîon or information that will take longer
than fifteen worlring days. the complainant win be notified in writing within fifteen
working days that the Ç()mpI~int or grievance has been received. what action is being
taken to review the compla~ and the anticipated date of final response. This procedure
for handling complaints and grievances shall remain in effect for sixty days after final
completion of the CDBG Public Service contract between Jefferson County and the State
of Washin¡ton.
