RESOLUTION NO. 131>:-97
WHEREAS. on February 4, 1994 the Director of Public Works authorized
the project budget for the design and construction of a Solid Waste Transfer Station.
and
WHEREAS. in February 1994 the Department of Public Works applied for
NOTICE OF PENDING SEPA THRESHOLD DETERMINATION for construction and
operation of a permanent solid waste transfer station, with comment period ending on
March 4, 1994, and
WHEREAS. on April 4,1994 the BOCC authorized publication of NOTICE
OF LEAD AGENCY STATUS AND NOTICE OF MITIGATED DETERMINATION OF NON-
SIGNIFICANCE for construction and operation of a permanent solid waste transfer
station, with comment period ending April 21, 1994. and
WHEREAS. on July 13, 1994 the Jefferson County responsible official
issued his final determination to Modify the Threshold Determination issued on March
31. 1994 to establish and construct a permanent solid waste transfer station. and
WHEREAS, on September 19. 1994 the BOCC approved the FINDINGS
AND CONCLUSIONS in the Matter of an Appeal of the Mitigated DNS issued for the
Solid Waste Transfer Station, and
WHEREAS. on April 3, 1995 the BOCC approved;
SEPA MITIGATION AGREEMENT
PERMANENT SOLID WASTE TRANSFER STATION
JEFFERSON COUNTY DEPARTMENT OF PUBLIC WORKS. APPLICANT, and
WHEREAS. the April 3, 1995 SEPA Mitigation Agreement has a cost
impact of #316,000 (less cost of lease estimated at $500 per year) to the county for
providing facilities for fire protection, and
WHEREAS. on June 12, 1995 the Interim Director of Public Works
authorized the project budget for Fire Flow Project at the Jefferson County Solid Waste
Management Facility, mitigation with Fire District No.6, and
WHEREAS, on Dec. 26, 1995 the BOCC approved the revised "Jefferson
County Transfer Station Agreement", a mitigated SEPA agreement with Fire Dist. No.6
for the construction of a Solid Waste Transfer Station, and

WHEREAS. on August 19, 1996 the BOCC adopted éJn Amendment to éJn
AGREEMENT BETWEEN JEFFERSON COUNTY AND JEFFERSON COUNTY FIRE
PROTECTION DISTRICT NO.6, éJdopted on Dee, 26, 1995, éJnd
WHEREAS. on Dee, 2, 1996 the BOCC éJpproved an easement for access
éJnd utilities to Fire District site from Critter LéJne, Auditors record No. 396809, éJnd
WHEREAS, on September 23, 1997 JEFFERSON COUNTY FIRE
PROTECTION DISTRICT NO.6 SHORT PLAT; Section 8, Township 30 North, Range 1 West
W.M,; was éJpproved éJnd recorded in Volume 4 of Short PléJts, PéJge 39 - 40, Records of
Jefferson County, Washington.
NOW. THEREFORE. BE IT RESOLVED, théJt the Jefferson County BoéJrd of
Commissioners éJuthorizes the issuéJnce of éJ WARRANíY DEED to tréJnsfer ownership of
Lot 2 as described in the JEFFERSON COUNTY FIRE PROTECTION DISTRICT NO.6
