In the Matter of Establishing a }
10% Reserve for Health & Human }
Services and Facilities Management}
RESOLUTION NO. 4-96
WHEREAS, per Resolution No. 67-95, it is a 1996 Budget Objective of
the Board of County Commissioners to maintain adequate funding reserves for each
operating budget to provide for emergencies and for cash flow; and,
WHEREAS, priority No. 7 of Resolution 67-95 calls for a 10% Reserve
for the Health and Human Services Fund and the Facilities Management Fund, to be
funded out of the excess fund balance in the General Fund; and,
WHEREAS, 10% of the budgeted expenditures for the Health and Human
Services Fund totals $216,000 and for Facilities Management Fund totals $66,000.
NOW THEREFORE BE IT RESOL FED, that the County Treasurer be and
is hereby authorized to transfer funds in the amount $216,000 to the Health and Human
Services Fund (BASUB 308.10 and 508.10) and $66,000 to the Facilities Management
Fund (BASUB 308.10 and 508.10) to be held as a Restricted Fund Balance for each
fund.
BE IT FURTHER RESOLVED that the Restricted Fund Balance shall be
used to provide funding during the year to maintain a positive balance for said fund, but
shall not be expended without an emergency authorization approved by the Board of
County Commissioners for a budget appropriation.
BE IT FURTHER RESOLFED, that the disclosure for transfer of such
funds shall be made as a Residual Equity Transfer on the County's Annual Financial
Statements.
