IN THE MATTER OF ESTABLISHING }
A POLICY ON THE USE AND }
PURCHASE OF BOTTLED WATER }
BY COUNTY DEPARTMENTS }
RESOLUTION NO., 14-96
WHEREAS, the Washington State Auditor's Office continuously audits
and reviews the proper expenditure, accounting and reporting of public fimds by all
counties in the State including Jefferson County; and,
WHEREAS, the County is allowed to expend public funds on personnel
and employee work related activities which is limited to compensation for services
rendered, reimbursement for expenses directly related to the performance of duties,
and the provision and maintenance of a healthy work environment for employees;
and,
WHEREAS, after concerns were raised about the taste of the water in
the Courthouse, the County tested the water in all its facilities and has found that the
water provided in all County facilities consistent with health standards for potability
and is safe to drink; and,
WHEREAS, a number of offices, departments or employees within the
County prefer the use of bottled water for dhnking instead of using the water
provided within County facilities; and,
WHEREAS, the use of bottled water by offices, departments and
employees of the County is one of choice related to individual preference and not
the result of an unsafe or unhealthy work place condition.
NOW THEREFORE BE IT RESOLVED, that the Board of County
Commissioners of Jefferson County have determined that the expenditure of public
funds is NOT authorized for the purchase of bottled water, unless said authorization
is expressly granted, in whting, by the Board of County Commissioners due to
unsafe or unhealthy work place conditions.
