RESOLUTION NO.
38-96
WHEREAS, Jefferson County has approved a Park and Recreation Plan for the area
that includes a trail linking Jefferson County and the City of Port Townsend, and,
WHEREAS, under the provision of WWRP, state and federal funding assistance has
been authorized and made available to aid in financing the cost of land and facilities for local
public bodies, and,
WHEREAS, Jefferson County considers it in the best public interest to acquire and
develop park facilities in the vicinity of Port Townsend Bay, and,
NOW THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
of Jefferson County, Washington,
1. that the Public Works Director be authorized to make formal application to IAC for
funding assistance,
2. that any fund assistance so received be used for the acquisition and development of
the Larry Scott Memorial Park,
3. that Jefferson County's share of project funding will be derived from matching
grants and donations,
4. Jefferson County does hereby certify that it is responsible to support all non-cash
commitments to the local share should they not materialize,
5. that any property acquired or facility developed with IAC financial aid will be
placed in use as an outdoor recreation facility or habitat conservation area and be retained in
such use in perpetuity unless as otherwise provided and agreed to by Jefferson County, IAC,
and any affected federal agency,
6. that this resolution become part of a formal application to IAC,
7. that adequate notification has been given and the opportunity provided for public
comment and that published notices have identified affected flood plains and/or wetlands,
8. that the site plan has been adopted by the local governing body,
9. that Jefferson County does certify at the time of development it will be the owner of
the land to be developed and based on current knowledge, provides assurance there are not
encumbrances on the land which would restrict the recreation of habitat conservation use of the
land as proposed in this application.
