RESOLUTION NO. 47-96
WHEREAS, Jefferson County is required to do a disaster preparedness exercise in
1996, to comply with the State and Local 1996 Assistance Grant contract agreement; and,
WHEREAS, Jefferson County has a new Comprehensive All-Hazard Emergency
Plan which is required to be tested through a disaster exercise; and,
WHEREAS, the prescribed management system for disaster response is the
Incident Command System and the employees of Jefferson County need training and experience in
the ICS management system; and, ·
WHEREAS, the Jefferson County Department of Emergency Management is
already planning a disaster exercise (See Attachment A) for the month of September; and,
WHEREAS, it is the responsibility of the Jefferson County Board of
Commissioners to provide the residents of Jefferson County the best emergency management
program in mitigation, preparedness, response, and recovery that can be obtained for a county of
this size.
NOW, THEREFORE, BE IT RESOLVED, that the Jefferson County Board of
Commissioners request that all Jefferson County Department Heads and Elected Officials
participate in this exercise to the fullest extent.

JEFFERSON COUNTY FUNCTIONAL EXERCISE - SEPT. 1996
STATEMENT OF PURPOSE
The purpose of the proposed emergency preparedness exercise is to improve the
following emergency procedures:
1. Exercise and evaluate the Countys' new Comprehensive Emergency Plan.
2. Utilize the Incident Command System.
3. Operate from a secondary Emergency Operations Center.
4. Use county and city employees in disaster roles they would assume in reality.
Pre-exercise training sessions on ICS and the JC Comprehensive
Emergency Plan will be provided to the players on every third Friday in
June, July, and August from 1PM to 3PM. These sessions will be
progressive and all should be attended.

Attending members of EPREP (Emergency Response personnel and
Emmitsburg '95 folks) have agreed to help on Exercise Development,
Controllers, Simulators, and Evak/ators.
