WHEREAS, the Moa-Tel Water System provides domestic water to users within the County approved
system service area; and
WHEREAS, the water purveyor is responsible to provide drinking water from the highest quality source
feasible; and
WHEREAS, Washington Administrative Code (WAC) Rules require the establishment of a minimmn
sanitary protection zone of a radius of 100 feet, and
WHEREAS, WAC Rules stipulate that the sanitary control zone shall be owned by the water purveyor in
fee simple, and
WHEREAS, as a privately owned community water system, home construction financing is dependent
upon certification that the sanitary control area is owned by the water purveyor in fee simple; and
WHEREAS, Jefferson County Comprehensive Plan goals and policies encourage the development of
small neighborhood community water systems which meet WAC Rules; and
WHEREAS, objectives within the Jefferson County Coordinated Water System Plan establishes minimum
design and performance criteria for the efficient construction and operation of all public water systems in
the Count)'.
WHEREAS, Jefferson County in preparing its new comprehensive plan and Coordinated Water System
Plan (CWSP) under the requirement of the Growth Management Act has determined a residential density,
but has not addressed the critical need nor criteria for land segregation related to protection of a water
source for a community water supply system;
NOW, THEREFORE, LET IT BE RESOLVED BY THE BOARD OF JEFFERSON COUNTY
COMMISSIO~RS THAT THE FOLLOWING SHALL BE THE ACTION OF TIlE BOARD OF
COUNTY COMM/SSIONERS ~LATED TO THE PROTECTION OF THE WATER SOURCE FOR
THE MOA-TEL WATER SYSTEM GROUP A COMMIJNITY WATER SUPPLY:
1. Lot Size: Sanitary protection zones do not have a minimum or maximmn lot size. Each water
supply sanitary protection zone segregation shall be evaluated based on its own needs to adequately serve
the public interest. The Moa-Tel Water System Purveyor has determined that a site of approximately ½
acre will adequately provide a sanitary protection zone.
2. Apphcation: The Permit Center is directed to accept and process an application from the water system
purveyor owner, Walter Moa to divide property located at the Southeast corner of the junction of
Highways 20 and 101. Specifically the parcel identified as parcel number 901'243'006, which is located
within Section 24, Township 29 North, Range 2 West
3. Standards: All appropriate environmental and subdivision standards shall be considered in the
subdivision application in the processing of the application. The application shall be processed consistent
with all local, state and federal regulations.
