In the Matter of A Notice of Intention to Establish }
a Road Improvement District for Country Ridge }
RESOLUTION NO. 89~96
WHEREAS, the Jefferson County Board of Commissioners hereby declares its intention to form
a Road Improvement District to make improvements to Country Ridge pursuant to the petition
method and fixing a time and date for a hearing on the creation of such district; and
WHEREAS, a petition has been filed with the Board of County Commissioners (the "Board") of
Jefferson County, Washington (the "County"), requesting the formation of a road improvement
district for the purpose of making certain improvements to Country Ridge in the County; and
WHEREAS, the petition was forwarded by the Clerk of the Board to the Director of the
Department of Public Works of the County for investigation and report back to the Board; and
WHEREAS, the Director of the Department of Public Works has determined that the petition has
been signed by the owners, according to the records of the Jefferson County Auditor, of a
majority of the front footage upon the improvements to be made and of the area within the
assessment district to be created therefor; and
WHEREAS, RCW 36.88.050 provides for the initiation of road improvement districts by the
petition method;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY, WASHINGTON as follows:
1. The Board finds that the petition is sufficient and the property within the proposed
road improvement district is sufficiently developed to warrant the formation of the
proposed district. It is the intention of the Board to create a road improvement district for
the improvement of County roads, consisting of Blue Mountain Road, Country Ridge
Drive and Brothers Road, all in accordance with Jefferson County construction standards,
and for performing such other work as may be necessary in connection therewith.
2. The estimated cost and expense of such improvements (including those described in
RCW 36.88.300) are declared to be approximately $101,000.00. It is the intention of the
Board that 100% of the total cost and expense of the above-described improvements shall
be borne by and assessed against the property included in the assessment district herein~
proposed to be established.
3. The proposed improvement district shall be known and designated as Jefferson
County Road Improvement District No. 4, and shall have the boundaries described on
Exhibit A, attached hereto and by this reference made a part hereof.
4. All persons who may desire to object to the construction of the improvements or the
formation of the improvement district are notified to appear and present such objections
at a meeting of the Board to be held in the Jefferson County Library, Port Hadlock,
Washington, at 7:00 p.m., local time, on October 29, 1996, which time and place are
fixed for the hearing of matters relating to such proposed improvements and all
objections thereto.
5. The Director of the Department of Public Works is directed to submit to the Board at,
or prior to, the date fixed for such hearing, a diagram or print showing thereon the lots,
tracts and parcels of land and other property which will be specifically benefited thereby,
and the estimated amount of the cost and expense of such improvements to be borne by
each lot, tract or parcel of land or other property, and also designating thereon all property
which is being purchased under contract from the County.
6. The Clerk of the Board is directed to give notice of such hearing by publication of this
resolution of intention in at least two consecutive issues of a newspaper of general
circulation in the County, with the date of first publication to be at least 15 days prior to
the date of such hearing; and to mail a notice of such hearing to the owners or reputed
owners of property in the proposed improvement district, as shown on the tax rolls .of the
Jefferson County Treasurer at the addresses shown thereon, at least 15 days prior to such
hearing. The notice shall refer to the resolution of intention and designate the proposed
assessment district by number. The notice also shall set forth the nature of the proposed
improvements, the total estimated cost, the proportion of the total cost to be borne by
assessments, the estimated amount of the cost and expense of such improvements to the
borne by the particular lot, tract or parcel, the date and place of the hearing before the
Board and the fact that the property owners may withdraw their names from the petition
or add their names thereto at any time prior to 5:00 p.m., local time, of the day before the
hearing.
