RESOLUTION NO. ]_oo..96
WHEREAS, the Jefferson County Board of Commissioners has declared its intention to form a
Road ImprOvement District to make improvements to Country Ridge pursuant to the petition
method and fixing a time and date for a hearing on the creation of such district; as per
RESOLUTION NO. 89-96.
WHEREAS, the petition was forwarded by the Clerk of the Board to the Director of the
Department of Public Works of the County for investigation and report back to the Board; and
WHEREAS, the Director of the Department of Public Works has determined that the petition has
been signed by the owners, according to the records of the Jefferson County Auditor, of a
majority of the front footage upon the improvements to be made and of the area within the
assessment district to be created therefor; and
WHEREAS, RCW 36.88.050 provides for the initiation of road improvement districts by the
petition method;
WHEREAS, notice for Public Hearing was provided as per RCW 36.88.030
WHEREAS, A public hearing was held pursuant to said notice on October 29, 1996 whereby the
proponents of said RID adjusted the previous Boundaries and thereby affecting the estimated
cost of such road improvements;
WHEREAS, the Board of County Commissioners and the property owners present at said
hearing decided that the nature ,of the changes warranted the re-notification of all property
owners within the new boundary;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY, WASHINGTON as follows:
1. The Board finds that the petition is sufficient and the property within the proposed
road improvement district is sufficiently developed to warrant the formation of the
proposed district. It is the intention of the Board to create a road improvement district for
the improvement of County roads, consisting of Blue Mountain Road, Country Ridge
Drive, all in accordance with. Jefferson County construction standards, and for performing
such other work as may be necessary in connection therewith.
2. The estimated cost and expense of such improvements (including those described in
RCW 36.88.300) are declared to be approximately $92,500.00 which includes the
potential estimate for acquiring the necessary right of way or $55,700.00 excluding the
estimated cost for purchase of right of way. It is the intention of the Board that 100% of
the total cost and expense of the above-described improvements shall be borne by and
assessed against the property included in the assessment district herein proposed to be
established.
3. The proposed improvetnent district shall be 'known and designated as Jefferson
County Road Improvement District No. 4, and shall have the revised, boundaries
described on Exhibit A, attached hereto and by this reference made a part hereof.
4. All persons who may desire to object to the construction of the improvements or the
formation of the improvement district are notified to appear and present such objections
at a meeting of the Board to be held in the Jefferson County Library, Port Hadlock,
Washington, at 7:00 p.m., local time, on December 17, 1996, which time and place are
fixed for the hearing of matters relating to such proposed improvements and all
objections thereto.
5. The Director .of the Department of Public Works is directed to submit to the Board at,
or prior to, the date fixed for such hearing, a diagram or print showing thereon the lots,
tracts and parcels of land and other property which will be specifically benefited thereby,
and the estimated amount of the cost and expense of such improvements to be borne by
each lot, tract or parcel of land or other property, and also designating thereon all property
which is being purchased under contract from the County.
6. The Clerk of the Board is directed to give notice of such hearing by publication of this
resolution of intention and the fact that the property owners may withdraw their names
from the petition or add their names thereto at any time prior to 5:00 p.m., local time, of
the day before the hearing.
ADOPTED by the Board of County Commissioners of Jefferson County, Washington, at
