VARIOUS COUNTY DEPARTMENTS }

WHEREAS, requests have been made on behalf of various Jefferson County Funds
for budget appropriations and extensions for their 1996 budgets due to additional expenditures,
which were not anticipated at the time of preparing said budgets, and budget extensions to allow
expenditures of unanticipated reimbursements received from fees, or grants from the State and
Federal govemment; and
WHEREAS, it appears to the Board of County Commissioners that a need and
emergency exists that could not have been foreseen or contemplated at the time of preparing the
budgets for 1996 and the following sums are needed for appropriation from the unencumbered
balances of the funds listed:
CURRENT EXPENSE FUNDS:
Superior Court
$14,891.00
NOW, THEREFORE, BE IT RESOLVED, that an emergency is hereby declared,
and that appropriations/extensions be made for the above noted funds.
BE IT FURTHER RESOLVED, that a public hearing be held on the said emergency
appropriations and extensions and that said heating be held in the County Commissioners'
Chambers, Courthouse, Port Townsend Washington, on the 16th day of December 1996, at the
hour of 11:45 a.m., and that notice of said hearing be published in the official newspaper of
Jefferson County, and that at said hearing any interested taxpayer may appear and be heard for or
against the appropriations/extensions for such alleged emergency.

Gentlemen:
Please be advised that after a thorough examination of my current budget it appears that the amount
allocated in BARS Account No. . of $ .._ of the
category is insufficient to pay necessary expenses of this department for this year. After a careful
examination of all. the expenditures within the department budget with respect to present and future
needs, I find there are no funds available to transfer into the deficient account. Therefore, I request

***All of the above reflect the increase in judicial/court/trial
activity for 1996. Also included is the non-budgeted impact of the
county providing all benefits to the Superior Court Judge. The above
are costs/expenditures that cannot wait for the emergency
appropriation process in late December, so I am requesting an early
emergency appropriation. These expenditures are mandated to be
provided for by the Court. Thank you.
