SUMMARY Performs and manages complex engineering work on all aspects of civil engineering projects related to transportation, solid waste, and parks facilities by performing the following duties. These duties include but are not limited to all Engineering II tasks including: plan preparation, legal research, plan review, use of engineering design computer software, surveying and construction inspection, public presentation, and traffic analysis. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Possesses strong project management skills. Capable of developing project scope, schedule, and budget and delivering a project within this framework to achieve project goals. Performs complex drafting designs and drawings for various engineering tasks. Generates contract plans and drawings to Washington State Department of Transportation (W.S.D.O.T.) standards. Prepares project estimates and final records. Researches or oversees the research of property ownership, legal descriptions, departmental records, court records, maps, and other sources of information to assemble background data. Performs various inspection assignments. Performs plan reviews, in-progress inspections, administers materials tests, inspects and verifies grades, elevations and road widths as assigned on projects contracted, conducted, or inspected by the County (i.e. developments). Performs complex traffic analysis and highway analysis. Acts as project coordinator for several Public Works projects. Can be responsible for several projects at one time. Jefferson County Job Description: Engineer II Manage and direct survey crew conducting construction, land, topographic mapping, and other types of surveys. Performs complex technical research and solves civil engineering problems assigned. Utilizes computer programs as an aid in developing solutions to engineering problems. Develops projects costs and estimates. Prepares specifications for materials and construction techniques in compliance with WSDOT standards. Inspects construction projects for conformance to plans and specifications. Resolves conflicts with contractors or refers to a supervISOr. Courteously responds to public inquiries within the scope of knowledge and authority of the position or refers them to a higher classification. Accountable for specific project steps, works in a team based environment and participates in the annual training program and annual performance evaluation process. Participates in team processes to assist in developing the division budget for the department. Participates in self directed team process to set work level expectations, goals, and objectives. Performs other civil engineering related duties as assigned. SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities. Provides work product assignments, oversight and guidance to technicians assigned to transportation and traffic work which may include Engineer I other Engineer II, Engineering Techs and/or Pro Techs as assigned. EDUCATION and/or EXPERIENCE Bachelor's degree (B.S.) in civil engineering with 2 years engineering experience and E.I.T. certification, or qualified to take the test. or Six (6) years experience with at least two (2) years as an Engineer I in the Jefferson County Skill Band System and E.I. T. certification, or qualified to take the exam. or Equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret standard civil engineering manuals, engineering terms and instructions and reports, general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, procedure manuals and to contact and communicate with outside agencies. Ability to effectively present information, explain construction features, and respond to questions from groups of managers, clients, customers, and the general public. MA THEMA TICAL SKILLS Knowledge of mathematical calculations as they apply to engineering and surveying functions including geometry and trigonometry. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge ofMS Access database software; Explorer Internet software; MS Excel spreadsheet software, MS Word, word processing software, and civil engineering programs. Experience with AutoCAD, Eagle Point software and civil engineering programs is desirable. CERTIFICA TES, LICENSES, REGISTRATIONS Valid Washington State Driver's License E.I. T. Certificate (preferred) or Qualified to Take Exam OTHER KNOWLEDGE, SKILLS AND ABILITIES Page 4 of6 Jefferson County Job Description: Engineer II Knowledge of surveying principles (land division, topographic, construction staking) as necessary to manage and direct surveying work needed for engineering projects. Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. Knowledge of property deeds, legal descriptions, safety hazards, appropriate precautions applicable to work assignments and applicable federal, state, county, court, and other highway standards. Ability to train other staff members in technical areas of engineering. Ability to maintain accurate and complete records and notes. Ability to perform project assignments with accuracy and within time lines, and in conformance with applicable policies, procedures, regulations and standards. Ability to work within the limits of the job description. Follows the policies, procedures and practices of the Department. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, and relate to various personality styles in a calm, professional manner. Establishes and maintains harmonious working relations with County employees, the public, federal, state agencies and outside construction contractors involved in public works projects. May require working with toxic or caustic materials. Tasks regularly performed in outside weather conditions and will sometimes require working in cold or hot weather conditions and must be capable of performing outdoor work in a sometimes dangerous environment. Risk of electrical shock may be encountered. The noise level in the office work environment is usually moderate, loud while working on construction sites near heavy equipment and on roadways where traffic is present.
