Position assists in the development of policy and procedures and provides technical assistance in the development of regulations which includes the interpretation of County ordinances, plans, policies, and local, state and federal laws; and the development of appropriate guidelines and controls. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Gather and analyze water quality and quantity data to assess environmental problems, including stream flow, surface water quality, and ground water quality. Manages environmental project activities including scheduling, tracking, planning and permitting for environmental assessments, site investigations, and feasibility studies. Develops reports to summarize environmental conditions and recommend solutions utilizing statistical models, charts, graphs and other tools. Interprets data and observations to ensure compliance with regulatory requirements and best available sCience. Conducts projects independently with minimal supervision. The position requires the ability to interpret and operate from established goals and policies as well as assist in determining the practices and objectives of the department. Assists division manager in interviewing and selecting of professional and technical staff positions. May serve as a representative for the division or for Jefferson County on state and local committees for natural resource management issues and concerns. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Master's degree (M.A) in in natural resource or environmental sciences, fisheries, or wildlife biology, ecology, hydrology, hydrogeology, environmental engineering, or related field OR Bachelor's degree (B.S.) in natural resource or environmental sciences, fisheries, or wildlife biology, ecology, hydrology, hydrogeology, environmental engineering, or related field and four (4) years experience with a minimum of six (6) months field science experience, preferably in the public sector. OR Equivalent combination of education and experience. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MA THEMA TICAL SKILLS: Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination oftest reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge ofMS Access Database software; Explorer Internet software; Outlook E-Mail software; GIS software; MS Excel Spreadsheet software and MS Word Word Processing software. Page 3 of 4 Jefferson County Job Description: Environmental Specialist II CERTIFICA TES, LICENSES, REGISTRATIONS: Valid Washington State Driver's License OTHER SKILLS AND ABILITIES: Requires a familiarity with a wide range of field research, sampling, statistical methods and scientific evaluation techniques. Requires a knowledge of fisheries and wildlife habitat management techniques. Ability to interpret environmental regulations and related laws. Ability to maintain accurate and complete records and notes. Use of good judgment when dealing with personnel, public and contractors in project operations. Ability to work independently within the limits of the job description. Follows the policies, procedures and practices of the Department. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, and relate to various personality styles in a calm, professional manner. Establishes and maintains harmonious working relations with County employees, the public, federal, state agencies and outside contractors involved in public works projects. CAREER LADDER: This position is the senior position of a career ladder for Environmental Specialists. The entry level position is an Environmental Specialist I. Before advancing to a higher pay grade all provisions for a career ladder advancement must be met and the employee must receive a favorable recommendation for advancement from the Department Head.
