Members Present: Chair Greg Brotherton, Members Kate Dean, Heidi Eisenhour, Kees Kolff, Denis Stearns, Libby Wennstrom and Sheila Westerman. Staff Present: Staff Members Denise Banker, Dr. Allison Berry, Michael Dawson, Lori Fleming, Apple Martine, Pinky Mingo and Veronica Shaw. APPROVAL OF AGENDA Chair Brotherton requested a motion to approve the agenda for April 21, 2022. MOTION: Member Eisenhour moved to approve the agenda. Member Stearns seconded the motion which carried by a unanimous vote. APPROVAL OF MINUTES Chair Brotherton requested approval of the minutes for the March 17,2022 Regular Meeting. MOTION: Member Kolff moved to approve the minutes.Member Eisenhour seconded the motion which carried by a unanimous vote. PUBLIC COMMENT Member Brotherton called for public comment. The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: Respectfully submitted Page 1 of 3 G.Gilbert • Not so much a comment as a request that Dr. Berry address whether public transit boards should be in the business of instituting individual mandates. Board members and staff addressed comments and concerns raised during the Public Comment Period. OLD BUSINESS AND INFORMATIONAL ITEMS 1. Jefferson Healthcare Update Board Member Kolff addressed issues currently impacting the hospital, including the rise of COVID cases,the completion of an every two year in-depth review of the hospital by state auditors,and major infrastructure renewal. 2. Jefferson County Public Health Program Reports Staff member Martine presented JCPH's latest Highlights Reel,describing a wide variety of the programs administered by Public Health. Staff member Mingo added that PUD has instituted a water consolidation study in Brinnon,first meeting on April 27. Discussion followed. 3. COVID Pandemic Update-BA2 Variant,Second Boosters Public Health Officer Dr.Allison Berry provided information on the COVID-19 virus in Jefferson County as cases are on the rise,but without any increase of hospitalizations and deaths. Discussion. NEW BUSINESS 1. Update on Reorganization of the Board of Health Dr.Berry presented the latest draft of the Board of Health Bylaws. Discussion ensued. The draft Bylaws were revised as follows: MOTION: Member Dean moved to strike Article III, section(5)a., seconded by Member Eisenhour. Motion passed unanimously. MOTION: Member Kolff moved to replace Article III, section(6)c.vi.text"Employees of a hospital located in the county"with"Employees of the public hospital districts located in the county", seconded by Member Dean. Motion passed unanimously. MOTION: Member Kolff moved to replace Article III, section(6)c.viii.text"In filling this position,preference will be given to appointing an employee of the Jefferson Healthcare Public Hospital District who meets the above criteria"with"In filling this position, preference will be given to appointing an individual who meets the above criteria and is recommended by the Public Hospital District No. 2.", seconded by Member Eisenhour. Motion passed unanimously. MOTION: Member Westerman moved to approve the bylaws as amended, seconded by Member Stearns. Motion passed unanimously. 2. Drinking Water- Staff members Susan Porto and Emma Erickson led a discussion of two revised drinking water policies. Following discussion,acceptance of the Policies was tabled until gray areas of the Potable Water Policy are reviewed. 3. Transition to In-Person/Hybrid Monthly Meetings- Chair Brotherton reintroduced the topic of transitioning Board meetings from being solely virtual to an in-person or hybrid model. Decision tabled pending further consideration of suitable locations for in-person meetings and the feasibility of requiring masking. 4. National Public Health Week- A subcommittee(Chair Brotherton,Members Dean and Westerman, Staff Member Martine)was appointed to consider nominations for Public Health Heroes. Respectfully submitted Page 2 of 3 G.Gilbert ACTIVITY UPDATE HI AGENDA PLANNING CALENDAR The Agenda Planning Meeting for the April Board meeting will be held on May 11, 2022 at 1:00 p.m. The next Board of Health meeting will be held online as a virtual meeting on Thursday, May 19, 2022 from 2:30 p.m. —4:30 p.m. ADJOURNMENT Chair Brotherton adjourned the April 21,2022 Jefferson County Board of Health meeting at 4:35 p.m. until the next I1 gular Meeting or Special Meeting as properly noticed.
