WHEREAS, this matter coming to be heard this day upon the County Road Engineer's report
with respect to "Resolution No. 8-95: Intent to Establish a County Road" submitted by the
Jefferson County Commissioners; and
WHEREAS, it appears to the Board of County Commissioners that notice of hearing has been
posted and published to the time and in the manner provided by law, proof of such publication and
posting being now on file herein; and
WHEREAS, the Board of County Commissioners having heard and considered all evidence
and matters submitted in relation thereto does now find and determine that the public will be
benefitted by the establishment as a part of the county road system;
NOW THEREFORE BE IT RESOLVED and it is hereby ORDERED THAT:
That road known as Otto Street, M.P. 0.49 to M.P. 0.69, lying in the Southeast 'A of the
Northwest 1,4 of Section 21, Township 30 North, Range 1 West, Willamette Meridian and
which centerline is more descriptively shown on the survey as recorded at page 124,
volume 11 of surveys, records of Jefferson County, Washington,
BE HEREBY ESTABLISHED.

Engineer's Report for establishment of Otto Street continuation, milepost
0.49 to 0.69
County Road No. 688319, Otto Street, lies in an area of on-going commercial develop-
ment. It is anticipated that this development activity will continue south of Seton Road,
and that public access will be needed, particularly since access to properties via SR20 is
limited.
At present, constructed and maintained Otto Street extends south 0.49 mile from County
Road No. 693419, Frederick Street. Otto St. has a 22' wide BST surface with 3' should-
ers to Seton Road, and a gravel surface from Seton Road to terminus. A right of way
width of 60 feet has already been acquired by the County, and is sufficient for foresee-
able needs.
The extension area of Otto Street was cleared and rough graded in 1992. It is proposed
that Jefferson County complete construction a distance of 0.20 mile south to the Old
Fort Townsend Road. The work would consist of minor clearing, finishing the subgrade,
and placement of gravel base and top course. Estimated costs of bringing the road up to
standard are $1,400 for engineering and $14,070 for construction.
It is recommended that Otto Street be extended from milepost 0.49 to milepost 0.69 to
provide for future area circulation needs, and that the Board of County Commissioners
establish said continuation of Otto Street as a county road.
