IN THE MATTER OF the establishment
of the Proposed National Marine Sanctuary
for the Northwest Straits in the Strait of
Juan de Fuca

RESOLUTION NO. 22-95
WHEREAS, The National Oceanic and Atmospheric Administration
(NOAA) of the US Department of Commerce began in 1989, at the direction of the
Congress of the United States of America, a study of the suitability of the Northwest
Straits, including the Strait of Juan de Fuca, for designation as a National Marine
Sanctuary; and
WHEREAS, Jefferson County is located south of Clallam County which
borders the Strait of Juan de Fuca and to the east includes Admiralty Inlet at Port
Townsend which is a major shipping lane to the rest of the Puget Sound region. The
marine trades provide for a strong local economy in eastern Jefferson County. Many
resource based industries, including commercial and sport fisheries, tourism and boat
building are dependent on the close association to the Strait of Juan de Fuca; and,
WHEREAS, The Strait of Juan de Fuca is further the major source of local
and regional entertainment and enjoyment of the environment; and
WHEREAS, The designation of a marine sanctuary is likely to have an
adverse impact on many of the traditional uses of the Strait. It is probable that the
creation of the Northwest Straits Marine Sanctuary will include further restrictions on the
use and enjoyment of the Strait of Juan de Fuca by citizens of and visitors to Jefferson
County.
NOW, THEREFORE BE IT RESOLVED, Jefferson County opposes the
establishment of the proposed Northwest Straits Marine Sanctuary in the Strait of Juan
de Fuca. The Congress of the United States of America should not establish the proposed
Northwest Straits Marine Sanctuary in the Strait of Juan de Fuca, and the Washington
State Department of Ecology should not advocate the establishment of the marine
sanctuary without full and detailed discussions with the elected officials of Jefferson and
Clallam Counties.
