WHEREAS, the Economic Adjustment Initiative is a partnership of the United
States and the State of Washington; and,
WHEREAS, the Washington Community Economic Revitalization Team (W A-
CERT) is accepting pre-applications for FFY96 funding of Economic Adjustment Initiative
projects; and
WHEREAS, the Board of Commissioners of Jefferson County has reviewed
information about applications for proposed projects within Jefferson County; and,
WHEREAS, Jefferson County has developed criteria for establishing a numerical
priority listing of said projects and has applied that criteria to project applications;
NOW THEREFORE, BE IT RESOLVED, that the following projects be assigned
prioritization as follows:
1 Quilcene Community Well Jefferson County Community Services
2 Port of Port Townsend Enhanced Haulout Port of Port Townsend
3 Magnet Center (Partially funded FFY95) Port Townsend School District
4 Parks Improvement Jefferson County Public Works
5 Quilcene Community Center & Park Jefferson County Public Works
BE IT FURTHER RESOLVED, that the Board of Commissioners hereby approve
the above listed projects in said order.

WA-CERT PRE-APPLICATIONS FOR ASSISTANCE (3) and RESOLUTION FOR
PRIORITIZATION OF PROJECTS WITHIN JEFFERSON COUNTY FOR WA-CERT
(Washington Community Economic Revitalization Team) ASSISTANCE
II.
ISSUES -- a short outline of the major issues or areas that
should be given particular attention:
July 1, 1995 is the deadline for WA-CERT Pre-applications for FFY96
Assistance. Jefferson County Departments wish to submit three
applications for consideration:
1) QUILCENE COMMUNITY WELL PROJECT - A new well, water storage
facilities, water transmission facilities and water distribution
facilities in the community of Quilcene.
2) PARKS IMPROVEMENT - Seven proj ects, from campgr.ound enhancements
(for increased tourism) to trail building (to connect communities and
improve safety for bicyclists and pedestrians).
3) QUILCENE COMMUNITY CENTER AND PARK - Remodel and expansion of the
existing community center building and adjacent day-use park and camp-
ground area. .
IN ADDITION, the Washington Community Economic Revitalization Team
requests that each County in the State submit its prioritized listing
of projects within its jurisdiction. It is requested that the Board
adopt a Resolution identifying those projects as prioritized according
to the matrix developed to measure economic revitalization criteria.
III. ACTION -- what is the nature of the action the Board is being
asked to take (discussion, approval of a contract, support for a
grant, etc.)? You may also want to express the department's
position or recommendation.
We request approval to submit, and authorizing signature, on each of
the three project pre-applications
AND
request approval of Resolution to Prioritize Projects.
W A-CERT APPLICATION PRIORITIZATION
Applications for funding (from cities, counties, tribes, port authorities, economic development
organizations, private industry councils, non-profit organizations and businesses) through the
President's Economic Adjustment Initiative for 1995 must be prioritized. Once they are assigned
priorities the County Commissioners must pass a resolution of support endorsing this
prioritization. The following is a suggested criteria and rating system for assigning priority:
Maximum The project addresses long term economic status of County citizens, individual
40 Points businesses or businesses directly affected by the decline in the timber industry,
20 points Project is ready to be implemented as demonstrated by existing plans,
engineering or feasibility studies or proposes such studies as a clearly phased
first step.
20 points Project supports long term diversification of the County economy.
10 points Project has regional impact or can leverage other funding sources.
5 points The project has a high level oflocal commitment as demonstrated by direct
involvement of other agencies.
5 points Awarded for exceptional merit in terms of the above criteria or any other
criteria deemed significant by reviewer (i.e. how this project fits the goals of
the EAT for job creation and economic diversification.)
For example: Using a maximum point value of 100, applying these prioritization criteria for the
projects in Jefferson County could result in the following:

Briefly describe your project. When did you start work on it? Who is involved? What is the scope of
the project. This project includes the remodel and expansion of the existing community center building and
adjacent day-use park and campground area. The planning phase which was funded by CDBG began
September 1994. Jefferson County is lead agency with project administration by the Department of Public
Works. The Quilcene Community Center Advisory Board, Jefferson County Parks Advisory Board and
larger Quilcene Community are involved. Project scope will include design development, preparation of
construction documents, and construction in two phases.
How does this project satisfy, in whole or in part, your economic diversification strategy? The Quilcene
Community Assessment (1994), an economic development strategy and action plan, identifies need for
strengthening tourism economy, which this project would do.
Is this project documented county-wide NUMERIC priority?
Yes It is part of our plan.

The draft Capital Facilities Plan (1996 - 2001) includes remodel/expansion of community center.
The Quilcene Community Center 5 year plan.

Master Plan and Preliminary Schematic Design will be completed in June 1995 by Arai/Jackson
Architects and Planners.

Briefly describe your project. When did you start work on it? Who is involved? What is the scope of
the project. Jefferson County Parks has been working with AmeriCorps for over a year. This application is
a request to continue this very successful relationship for another year, enabling the County Parks system to
better meet the needs and demands of both county residents and area tourists. There are seven projects
included in the scope of work, from one-week campground enhancements that will result in increased tourist
use and revenues, to four-week trail building projects that will connect communities and improve safety for
bicyclists and pedestrians.
How does this project satisfy, in whole or in part, your economic diversification strategy? All these
projects will benefit the quality of life in the county, which is an important factor in attracting new
employers. Many will also enhance the experience visitors will have here, improving tourism.
Is this project documented county-wide NUMERIC priority?

These are projects that have been identified and in some cases guided by a high degree of citizen input.
For example, the Parks Advisory Board, HJ Carroll Park Citizen Advisory Committee, and Larry Scott
Memorial Park Advisory Committee have all identified portions of this project's scope as priority
elements.

What quantifiable outcomes are you going to track to measure the success of this project? Quantifiable
outcomes will be completion of the tasks identified in each of the seven components of this project. These
include painting buildings, building trails, building and installing handicap accessible toilet facilities, building
a picnic shelter, beach enhancements, and campground enhancements.

What is the scope of the project.
This project is an effort to provide a water supply system to the community of Quilcene. In
February, 1994, the Qui1cene Economic Development Steering Committee determined the lack
of a water system to be the greatest deterrent to restoring the jobs lost due to the cut-backs in
timber harvesting. Simultaneously, a gasoline spill contaminated a number of local, shallow
wells, further identifying the need for a safe, controlled water supply for the core area of
Quilcene. Community leaders, WaDOH, WaDOE, U.S. Forest Service and Jefferson County
are involved to date.
1.01b How does this project satisfy, in whole or in part, your economic diversification
strategy?
This project would provide the means to obtain water and fire flow capabilities in an area where
the only hope for new businesses and jobs is to have a community water supply. Currently,
no new businesses can obtain pennits without a State approved water supply.

It is part of plan for economic development prepared by the Qui1cene Planning Group as part
of Jefferson County Growth Management activities and preparation of the County
Comprehensive Plan.
B) What engineering and feasibility reports have been prepared, and when?
Draft System Design (Class B) and system cost estimate by CH2M Hill in June 1995.
C) Have you secured funds for this project from other sources? Specify sources,
including local match and amounts. If there are conditions attached to any of these
secured funding sources, please specify.
U. S. Forest Service has provided a $25,000 grant for planning fo: a community well syster;n;
Jefferson County has provided the required match for Forest ServIce grant; local corn.r;numty
leaders have contributed many hours of their time; local contractors have offered eqUlpment
and labor for a portion of the match; WaDOH has worked wi~ the comm~nio/ and the Cou~ty
giving technical assistance; and WaDOE stands ready to provIde a Safe Dnnking Water ActIon
grant if evidence of contamination reappears.
D) Are there other efforts you have made that are unique to this project?
Jefferson County applied to WaDOE for a Permit to Appropriate Water for a Community W~ll
in Quilcene. A preliminary permit to drill and test a well has been granted. Also, CH2M H1l1
has been employed by Jefferson County to assist in determination of well location, perform
required testing of the well, draft a water system plan and prepare cost estimates of the system.

150 households and 20 businesses.

Project would involve the Quilcene High School Mentorship Pro-
gram, with students interning with local businesses. Specifically,
an ecosystem program, working with Forest Land and Watershed
Management to Water Supply and Distribution.
This project can correct the local hazards of shallow wells, vulner-
able aquifers and high density septic systems.

LOCAL CAPACITY The economic viability of the region requires a centralized and safe

The health hazard of ~ontaminated wells is of great concern. The aquifer serving the shallow,
endangered wells w1l1 normally drop in the summer and fall, with risks of additional
contamination occurring.

this project?
New business in t~e community will be one. q~antifiable measure of the success of the project.
Also, the connectIon of homes to a safe drinkmg water source will be another.
