HomeMy WebLinkAbout060622M MINUTES Regular Meeting — June 6, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA (Virtual) CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding Race Amity day on June 12, 2022. • Comment thanking the Commissioners for their thoughtful deliberations on proposed timber sales. • Comment regarding adding additional public comment periods to workshops in the future. The Commissioners addressed comments and concerns raised during the public comment period and received via emails. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioners commented on Consent Agenda Items. Commissioner Dean noted that some residents of Jolie Way, which is near Cape George Colony, reached out to her and stated they would like their area to also be included in the Cape George Colony No Shooting Area(NSA). Clerk of the Board Carolyn Gallaway asked if Consent Agenda Item No. 1 re: Hearing Notice for the Cape George Colony NSA should be amended prior to approval?Commissioner Dean stated that she had reached out to Chief Civil Deputy Prosecuting Attorney Philip Hunsucker who reviewed the issue and explained to her why Jolie Way could be included without the need for amending the Hearing Notice. Chair Eisenhour allowed a comment from the public while Commissioner Dean retrieved Chief Civil DPA Hunsucker's email. PUBLIC COMMENT PERIOD—Continued: The Commissioners listened to a comment regarding the upcoming approval of the Pride Month Proclamation, and the request to dedicate places for homeless individuals to go to during extreme weather conditions. APPROVAL AND ADOPTION OF THE CONSENT AGENDA- Continued: Commissioner Dean read from Chief Civil DPA Hunsucker's email which stated that per Chapter 8.5 of the Jefferson County Code,the Board of County Commissioners has the authority to modify the proposed area of the No Shooting Area,provided it satisfies the Public Health and safety requirements in that chapter and RCW. In general,proposed ordinances can be modified during the deliberation process, which could include changing what the No Shooting Area is called. 1 Commissioners Meeting Minutes of June 6, 2022 After further review of Consent Agenda items, the Commissioners had additional questions regarding Consent Agenda Item No. 6 re: Water Pollution Control Loan. Commissioner Dean moved to approve the items on the Consent Agenda as presented, minus Consent Agenda Item No. 6. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Proposed Ordinance for a No Shooting Area Located in the Cape George Colony; Hearing Scheduled for Tuesday, June 21, 2022 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA(VIRTUAL) 2. RESOLUTION NO. 25-22 re: In the Matter of Finding and Determination to Declare Certain Personal Property as Surplus and Authorize Disposal 3. RESOLUTION NO. 26-22 re: In the Matter of Establishing a Policy Regarding Survey Monument Protection and Preservation 4. AGREEMENT,Amendment No. 1 re: State and Federal Funding for Jefferson County Marine Resource Committee (MRC)2021-2023 Stewardship Projects in East Jefferson County;No Dollar Amount Change, Includes Budget Reallocations and Adjustment of Indirect Rates to Ensure Flexibility; Jefferson County Extension, Washington State University (WSU); Washington State Department of Ecology 5. MINUTES re: Regular Meeting of May 16, 2022 and May 23, 2022 and Special Meeting of May 16, 2022 (WSAC Virtual Assembly), May 17, 2022 (No Shooting Areas Workshop), May 23, 2022 (WSAC Virtual Assembly) and May 31, 2022 (Beaver Valley Sorts Timber Sale) 16. Payment of Jefferson County Vouchers/Warrants Dated May 23, 2022 Totaling $525,544.31 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) COMMISSIONERS' BRIEFING SESSION - Continued: Chair Eisenhour reviewed Jefferson County Boards and Committees that are currently seeking to fill vacant positions. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report and provided information regarding flooding in Port Townsend over the weekend. He also reviewed upcoming Emergency Management events. PROCLAMATION re: Declaring June 2022 as Pride Month: Commissioner Dean introduced Olympic Pride Executive Director Ellen Caldwell. All three Commissioners read aloud the proclamation and Director Caldwell thanked the Board for their support. Commissioner Brotherton moved to approve the month of June 2022 as Pride Month in Jefferson County. Commissioner Dean seconded the motion which carried by a unanimous vote. BRIEFING re: Authorization to Legally Bind Jefferson County with Respect to an Application for Grant Assistance to the Recreation and Conservation Office(RCO) for the Hoh River Resiliency—Lindner Complex Reach Project; and Letter of Support: Public Health Natural Resources Program Coordinator Tami Pokorny provided a presentation. During discussion, Public Works Director Monte Reinders joined the meeting to voice support for the project. After discussion, Commissioner Dean moved to approve RESOLUTION NO.27-22 re: Authorizing the Jefferson County Board of Commissioners to legally bind Jefferson County with respect to an application for grant assistance to the RCO regarding Hoh River Resiliency. Commissioner Brotherton seconded the motion which carried by a unanimous vote. Coordinator Pokorny also requested a letter be sent to the Washington Coast Restoration and Resiliency Initiative (WCRRI)to show support of the Hoh River Resiliency—Lindner Complex Reach project application. Commissioner Dean moved to approve the letter of support as included in the packet. Commissioner Brotherton seconded the motion which carried by a unanimous vote. DISCUSSION re: Water Pollution Loan (Consent Agenda Item No. 6): Treasurer Stacie Prada and Public Health Deputy Director Veronica Shaw joined the meeting to answer the Commissioners' questions regarding an item on the Consent Agenda. After discussion, Commissioner Brotherton moved to give full reconveyance and substitute of trustee regarding Water Pollution Control Loan for Parcel No. 702 254 012 to Thomas and Pamela Fields. Commissioner Dean seconded the motion which carried by a unanimous vote. Chair Eisenhour noted there is a completely different parcel number listed on the Agenda. The Agenda states the parcel number is 966 900 122. Clerk Carolyn Gallaway stated that she will look into the correct parcel number, but that the documents that are being signed do not include the parcel number. After research, the correct parcel number is 966 900 122. 3 Commissioners Meeting Minutes of June 6, 2022 COMMISSIONERS' BRIEFING SESSION: The Commissioners and County Administrator discussed recent meetings they attended and miscellaneous topics. Commissioner Dean noted that she will not be able to attend the Washington State Association of Counties (WSAC)/BOCC Special Meeting at noon, and notified staff to cancel the meeting as there will no longer be a quorum of Commissioners in attendance. The meeting was recessed at 12:04 p.m. and reconvened at 1:34 p.m. with all three Commissioners present. WORKSHOP re: Burn Bans: Department of Community Development(DCD) Director Brent Butler, East Jefferson Fire and Rescue Assistant Fire Chief Brian Tracer, Quilcene Fire Chief Tim McKern, and Quilcene Fire Deputy Chief Donald Svetich were present for discussion. Director Butler outlined staff recommendation as follows: DCD staff will provide guidance regarding the development of a resolution restricting fires for 2022, and work on creating an ordinance for future years. Staff will work with the Fire Chiefs, the Prosecuting Attorney and the Sheriff to develop a new ordinance that will repeal and replace Resolution No. 42-05. The new ordinance should also provide a more transparent and predictable method of regulation for open burning, contain open burning restrictions based on the Fire Chief's proposed matrix, and contain enforcement mechanisms. The Commissioners stated they support staff in moving forward with the proposed recommendations. WORKSHOP re: JeffCOM 9-1-1: JeffCOM Director Stacie Huibregtse briefed the Board on JeffCOM activities, goals and challenges. She answered questions posed by the Commissioners. WORKSHOP re: Courthouse Security: Jefferson County Elected Officials and Department Directors participated in discussion regarding options for Courthouse security. After discussion, Chair Eisenhour opened the floor to allow for public comments. One person provided a comment. PRESENTATION re: Draft Letter of Support re: Washington Coast Restoration and Resiliency Institute (WCRRI) Pulling Together in Restoration—Phase 5 Project: 10,000 Years Institute Executive Director Jill Silver was present to discuss the proposed letter of support with the Commissioners. She stated that she enjoys working on projects with the County. Chair Eisenhour reviewed the draft letter with the Board. After review, Commissioner Dean moved to approve the letter as presented today. Commissioner Brotherton seconded the motion which carried by a unanimous vote.
