The following information is needed to continue review of your project. STORMWATER: A Medium Stormwater Packet, received 6/21/2022, has been submitted with the Vermiliion Building Permit Application (BLD2022-00354). After review of the Medium Stormwater Packet and revised site plan (received July 29th, 2022), Jefferson County Department of Community Development identified multiple inconsistencies between the documents. Please answer the following questions: (1)The revised site plan and stormwater site plan show a proposed L 16 FT X W 5 FT X D 3 FT drywell. According to the 2019 Stormwater Management Manual for Western Washington (“2019 SWMMWW”), drywells must be at least 4 feet in depth. After review of the soil logs attached to SEP2021-00050, the required minimum dimensions for the proposed drywell are L 7 FT x W 7 FT x D 4 FT. Please revise the site plan and stormwater site plan with the required minimum dimensions. (2)On the stormwater site plan, included in the Medium Stormwater Packet, the floor plan shows an "office" adjacent to the proposed driveway. Is a garage proposed on the ground level floor, and an "office" above on the second floor? (3)The submitted site plans do not match the best management practices ("BMP's) selected in the Medium Stormwater Packet. Please revise List #3 by checking off box BMP T5.12 Sheet Flow Dispersion under “Category C: Other Hard Surfaces” (if the applicant chooses to use this BMP, see #4 below). List #1 can remain blank because this project will not be draining to a fresh water sub basin. (4)The applicant is proposing 400 square feet of new driveway and parking areas. The applicant has selected BMP T5.30 Full Dispersion in List #1 and “My project does not have Other Hard Surface areas” in List #3 for "Category C: Other Hard Surfaces". There is not enough room for a 100-foot vegetated flow path on the subject property, and therefore Full Dispersion is not feasible. The applicant may want to consider using BMP T5.12 Sheet Flow Dispersion for the proposed driveway. This BMP requires a 2-foot gravel transition zone and a 10-foot vegetated flow path. If the applicant would like to use Sheet Flow Dispersion for driveway and parking area stormwater runoff, please revise the stormwater site plan to show and label the 2-foot gravel transition zone and 10-foot vegetated flow path on the side of the driveway that would flow down-gradient. (5)The applicant has selected C233 Silt Fence on page 2 and 6 of 6 of the Medium Stormwater Placket to manage on-site soil erosion. Please revise the stormwater site plan showing and labeling the locations of C233 Silt Fence. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 11/3/2022. NO SHOOTING AREA A Survey dated December 22nd, 2020 and recorded under AFN 639400 shows a a neighbor's parking area, path, stairs, rock wall, and garden entering the applicant's property. Environmental Health has proposed adding barriers in the "parking area" to prevent other parties from parking on the applicant's property. The neighbor's development will not encroach the proposed construction area of the proposed new septic system. GEOHAZARD AREA: According to the Jefferson County GIS maps, there is a Geological Hazardous Area (Shoreline Slope Stability Area- Unstable Slope) located on the property. The property is located on an approximate 18% slope (JCC 18.22.510(1)(b)(ii)(A)). A Geotechnical Report, prepared by Stratum Group on April 13th, 2021, made the following conclusion: "Based on our geologic hazard assessment, the subject property is not a landslide or erosion hazard area and will not be at risk of landslides or erosion. Furthermore, the proposed development will not increase the risk of landslides or erosion on or off the site". SUSC/CARA: There is a SUSC and Coastal SIPZ located on the property. The water source will be public. No further action required.
