Townsend l,Sy/I NC; MINUTE S HOUSING FUND BOARD Regular Meeting — May 25, 2022 at 2:30 p.m. Commissioners' Chambers, Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA 98368 (Virtual) CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the meeting of the Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB) to order. Members participated in the meeting remotely. The following HFB members were present: Vice Chair/City of Port Townsend Deputy Mayor Amy Howard, Jefferson County Commissioner Kate Dean, City of Port Townsend Councilmember Aislinn Diamanti, Member Anya Callahan, and Member Peggy Webster. Also present was City of Port Townsend Manager John Mauro and County Administrator Mark McCauley. Chair Brotherton announced that Member Peter Bonyun resigned from his position and discussion on filling of his term will be discussed later in the meeting. PUBLIC COMMENT PERIOD: No written or verbal comments received. APPROVAL OF MINUTES: Commissioner Dean moved to approve the Special Meeting Minutes of May 6, 2022 as presented. Member Webster seconded the motion. The motion carried. CONTINUED DISCUSSION re: Moving Forward with 1590 Funds Distribution: The Housing Fund Board(HFB) members reviewed and made edits to the draft Request for Proposals (RFP) for 1590 funds. Chair Brotherton and Member Webster will work on integrating edits made today to the RFP and bring forward a refined RFP and calendar for 1590 funds at the next meeting. UPDATE re: HOUSE AMERICA: Chair Brotherton and Member Webster provided a brief update on House America. COMMITTEE REPORTS: HFB members listened to updates from the following committees: • 148/149 Request for Proposals (RFP) Committee: HFB members renamed the Committee by adding 148/149 to depict which funds will be utilized • Funding Opportunities Committee • 5-Year Plan Committee—no update • Community Conversation Committee: Upcoming Intergovernmental Collaborative Group (ICG) Special Meeting to discuss housing ADDITIONAL BUSINESS: DISCUSSION re: HOUSING FUND BOARD VACANCY: Member Peter Bonyun's position is a three-year term that now needs to be filled. After discussion, Chair Brotherton will work with Clerk Carolyn Gallaway and reach out to HFB applicants not chosen in the first round, to see if they are still interested in serving on the Board. 1 Housing Fund Board—Meeting Minutes of May 25, 2022 FUTURE AGENDA ITEMS: HFB members stated they would like the following items to be added to upcoming agendas: • Legislative Update • Reviewing/appointment new member to the HFB • Committee Reports • RFP Application for 1590 funds • Statistics on short-term rentals request • Possible intern for housing issues CLOSING REMARKS: Chair Brotherton stated that Jefferson County meetings will be virtual during high COVID-19 transmission periods.
