HomeMy WebLinkAbout050622MS HFB () citYaf po rt } Townsend 'SEII N G' MINUTES HOUSING FUND BOARD Special Meeting — May 6, 2022 at 2:30 p.m. Commissioners' Chambers, Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA 98368 (Virtual) CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the meeting of the Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB) to order. Members participated in the meeting remotely. The following HFB members were present: Vice Chair/City of Port Townsend Deputy Mayor Amy Howard, Jefferson County Commissioner Kate Dean, City of Port Townsend Councilmember Aislinn Diamanti, Member Anya Callahan, Member Peggy Webster and Member Peter Bonyun. Also present was City of Port Townsend Manager John Mauro and County Administrator Mark McCauley. PUBLIC COMMENT PERIOD: No written or verbal comments received. APPROVAL OF MINUTES: Commissioner Dean moved to approve the Regular Meeting Minutes of April 27, 2022 as presented. Member Diamanti seconded the motion. The motion carried. DISCUSSION re: Bayside Housing Request for 1590 Funds for Port Hadlock Motel: Bayside Housing Director of Development Heather Dudley-Nollette and Director of Housing and Assistant Manager Mike Moore gave a slideshow presentation on Bayside Housing and Services for the Hadlock Motel, also known as "Woodley Place." They are requesting a $584,352. Woodley Place will support a total of 27 beds and begin housing clients in October/November 2022. DISCUSSION re: Habitat for Humanity Critical Home Repair Program: The Habitat for Humanity Staff member, Marie Drury gave presentation on Habitat for Humanity and will be their funding request. DISCUSSION re: Process for 1590 Funds: The Housing Fund Board members discussed the process for granting 1590 funds. • Timeframe to grant 1590 funds o When are they available o When can they start being disbursed o How often can funds be disbursed o When to start soliciting from providers. • Criteria o Project ready to break ground o Ranking system 1-10 organized capacity to complete 1 Housing Fund Board—Meeting Minutes of May 6, 2022 o Scope, do they have other funding dollars o The project property o Project budget to include admin costs o Can this project wait? • Fund Budget o Estimated budget is $700,000 o Balance available at the moment is $67,889 but funds will continue to accrue • Qualifications o 60%AMI or below, veterans, senior citizens, homeless, at risk of being homeless, families with children, and those who are mentally ill • Vetting o HUD would review applicants o Looking into policy for alcohol and drugs • Community Support o Outreach to the community to listen to their concerns The committee tabled this discussion due to time constraints. Chair Brotherton will draft an RFP for the next meeting for review. DISCUSSION re: Recommendation of 1590 Funds: None discussed as the Committee will continue to discuss the process. FUTURE AGENDA ITEMS: HFB members stated they would like the following items to be added to upcoming agendas: • Forward momentum on getting funds disbursed • Updating the County Website re: HFB committee vacancies • House America Update from City of Port Townsend and Jefferson County CLOSING REMARKS: HFB members commented that a housing agency representative would serve best on the Funding Opportunities Committee and the 5-Year Plan Committee. Chair Brotherton will work with staff to announce HFB committee vacancies.
