MINUTES
Regular Meeting — June 27, 2022, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Virtual)
CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and
Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the
meeting to order at the appointed time. The Commissioners discussed the recent overturning of Roe
vs. Wade.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding Department of Natural Resources (DNR)'s forest assessment tools, and
Pennywise Timber Harvest.
• Comment regarding a recently adopted Ordinance regarding Temporary Homeless Housing.
• Comment regarding the overturning of Roe vs. Wade.
• Comment regarding the upcoming DNR timber sales and afternoon discussion.
• Comment regarding DNR timber sales, and a request to proceed with the Pennywise Timber Sale.
• Comment regarding DNR timber sales, and a request to change their harvest practices.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: RESOLUTION NO. 29-22 re: 2022 Second Quarter Budget
Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday, July
18, 2022 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse,

2. AGREEMENT re: Develop/Implement Coordinated Tobacco, Vapor and Marijuana Product
Prevention and Intervention Strategies; In the Amount of$54,761; Jefferson County Public

3. AGREEMENT, Amendment No. 2 re: Provide Infant Mental Health Reflective Supervision

11. MINUTES re: Regular Meeting of June 13, 2022 and June 21, 2022
12. Payment of Jefferson County Vouchers/Warrants Dated June 20, 2022 Totaling $623,818.16
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
PUBLIC COMMENT PERIOD - Continued: The following is a summary of
comments made by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding Roe vs. Wade, Chevron Deference and other decisions made by the
Supreme Court, also comments regarding Dr. Allison Berry and gun control.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report and gave a high temperature update. Dr. Berry stated that the Board of
Health is expanding and is seeking a member from the community that has experience in utilizing public
health services.
The meeting was recessed at 10:24 a.m. and reconvened at 10:31 a.m. with all three
Commissioners present.

WORKSHOP re: Possible Pathway to Permanent Supportive Housing for Caswell-
Brown Village and Additional Public Comment: Department of Community Development(DCD)
Director Brent Butler provided an overview of the pathways for siting permanent housing facilities.
Olympic Community Action Program (OlyCAP) Executive Director Cherish Cronmiller provided
background on their proposal for a temporary homeless encampment. DCD and OlyCAP staff answered
questions posed by the Board. Chair Eisenhour opened the floor to allow for public comments, none
were received. The Commissioners indicated a preference to a Type 5 pathway for this type of project.
DISCUSSION re: In the Matter of Declaring a Jefferson County Outdoor Burn Ban
and Establishment of the Fire Risk-Burn Level Restriction Guidelines for the 2022 Fire Season
and Additional Public Comment: The following fire officials were in attendance to discuss the
proposed Burn Ban: Jefferson County Fire Marshal/Department of Community Development Director
Brent Butler, East Jefferson Fire and Rescue Assistant Chief Brian Tracer, Quilcene Fire Chief Tim
McKern, and Quilcene Deputy Fire Chief Donald Svetich. Deputy Chief Svetich provided a presentation
on the Severe Fire Danger Mapping System, Fire Weather Forecast for Jefferson County and the
Western Washington Fire Danger Operating Plan. Fire Officials, Commissioners and staff participated
in discussion.
Chair Eisenhour opened the floor to allow for public comments. One comment was received.
Commissioner Dean moved to approve RESOLUTION NO. 30-22 re: Declaring a Jefferson County
Outdoor Burn Ban and Establishment of the Fire Risk-Burn Level-Restriction Guidelines for the 2022
Fire Season. Commissioner Brotherton seconded the motion which carried by a unanimous vote.
The meeting was recessed at 11:54 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
PRESENTATION re: Conservation Futures Citizen Oversight Committee Funding
Recommendations for 2022: Natural Resources Program Coordinator and Conservation Futures
Citizen Oversight Committee (CFCOC) Chair David Seabrook were present to discuss the Ruck Salmon
Creek and Quimper Trust Land Transfer projects. The CFCOC is recommending full support of both
proposed projects and documents will be presented to the Board for approval at a later date.
FOLLOW-ON WORKSHOP re: Courthouse Security: County Administrator Mark
McCauley stated that the Sheriff's Office has expressed interest if an RFP were to be issued for
Courthouse Security. Sheriff Joe Nole was present for discussion. County Administrator McCauley will
bring forward a recommendation at a later date.
DISCUSSION re: Ordinance No. 05-0631-22; Establishment and Operation of
Temporary Homeless Facilities in Unincorporated Areas of Jefferson County: Chief Civil Deputy
Prosecuting Attorney Philip Hunsucker, Department of Community Development (DCD) Director Brent
Butler, Planning Manager Josh Peters and Associate Planner Joel Peterson were present to discuss
comments from the public received after the passage of Ordinance No. 05-0631-22. Chair Eisenhour
added a Public Comment Period and opened the floor to allow for comments. Three individuals
provided comments. After further discussion, Commissioner Brotherton stated that he will meet with

interested stakeholders to discuss their concerns. Chair Eisenhour indicated that if needed, the Board
will work to amend the ordinance.
CONTINUED DELIBERATION re: HEARING re: Establishing a Cape George No
Shooting Area Under Chapter 8.50 of the Jefferson County Code: The Commissioners held a
Hearing on the Cape George No Shooting Area on June 21, 2022 and at that time agreed to continue
deliberations so that Commissioner Dean could be a part of the decision. Chair Eisenhour stated that
hearing testimony and comments received after the hearing,were 9-1 in favor of a No Shooting Area.
She explained that Jolie Way residents have created a No Shooting Area petition, but since the area was
significantly geographically distinct, it needs to be considered a separate No Shoot Area. She added that
the Cape George No Shooting Area is in-line with the Cape George Colony Homeowner boundaries.
Commissioner Brotherton moved to approve the No Shooting Area proposal for the smaller Cape
George No Shooting Area as presented last week and shown on the screen today. Commissioner Dean
seconded the motion. She asked if they need to reference a specific resolution or ordinance as the
materials were not included in this week's packet? Chief Civil Deputy Prosecuting Attorney Philip
Hunsucker replied that the stated motion is sufficient. Chair Eisenhour stated the Agenda for the
deliberation states: Establishing a Cape George No Shooting Area Under Chapter 8.50 of the Jefferson
County Code. She called for a vote on the motion which carried by a unanimous vote. The
Commissioners adopted ORDINANCE NO. 06-0627-22 re: Establishing a Cape George No Shooting
Area Under Chapter 8.50 of the Jefferson County Code.
The Commissioners discussed other No Shooting Area petitions. There is a Jolie Way No Shoot Area
(NSA), and staff is preparing an agenda item for the Board to review and decide how they would like to
proceed. Commissioner Brotherton stated that he has been in communicating with property owners
regarding the Gardiner Beach NSA.
FURTHER DISCUSSION re: Department of Natural Resources (DNR) Timber
Sales and Additional Public Comment Period: Jefferson County Commissioners discussed timber
sales in Jefferson County and how they would like timber lands being used. The Commissioners
reviewed information they learned since the last briefing on this topic. Chair Eisenhour reviewed the
Beaver Valley Sorts Timber Sale revised appraisal and Pennywise Timber appraisal. She stated that
Northwest Natural Resource Group Executive Director Seth Zuckerman will be presenting on"Making
Sense of Carbon and Forests." Commissioner Brotherton shared some of his favorite slides of that
presentation with the Board. Chair Eisenhour opened the floor to allow for public comments. Four
individuals provided comments.
Chair Eisenhour reviewed a summary of proposed DNR Board Sales with the Commissioners. At a
Special Meeting on May 31, 2022, the Commissioners approved sending a letter to the Board of Natural
Resources regarding carbon storage and biodiversity and requesting inclusion in Phase II of their Carbon
Pilot, and a request to defer the Beaver Valley Timber Sorts Sale and Pennywise Timber Sale. The
Commissioners continued discussion on potential new correspondence to relay to DNR regarding their
updated stance on proposed timber sales.

After further discussion, Commissioner Brotherton moved to draft another letter that the Chair will send
to the DNR, reinforcing the County's desire for partnership in planning a Strategic Management Plan for
Jefferson County Trust Lands, but removing the request to defer the Beaver Valley Sorts and Pennywise
Timber Sales. Chair Eisenhour seconded the motion. After discussion, Chair Eisenhour called for a vote
on the motion. Chair Eisenhour and Commissioner Brotherton voted in favor of the motion,
Commissioner Dean voted against the motion. The motion carried.
ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator
reviewed the following:
• REVIEW re: Boards and Committees Vacancies. After discussion, Commissioner Dean stated
she will speak to Department of Community Development Director Brent Butler regarding the
process for filling vacant positions on the Planning Commission.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and
County Administrator continued discussing recent meetings they attended, miscellaneous topics and
reviewed upcoming meetings.
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 4:32 p.m.
until the next regular meeting or special meeting as properly noticed.
