MINUTES
December 13, 1971•,
10:00a. m. Meeting called to order by Chairman A. M. O'Meara with all members present.
Bid Opening for the improvement of 0. 25 mile of the Quilcene-Center Road, Co. Rd. No. 18.

Motion by Commissioner Kelly, second by Commissioner Huntingford for Engineer Becker
to check out two low bids. After checking, Becker advised bids were correct as presented
and recommended McClanahan Const. be awarded the bid. Motion by Commissioner Hunt-
ingford, second by Commissioner Kelly to award bid to McClanahan Const. Co.

Bert Hill, owner of Fran's Kitchen, appeared re: Construction of Trailer Court at Four
Corners. Ask Board if county had any restrictions on the building of a trailor court. Board
advised only restrictions were to meet all sanitary regulations by the Health Dept.
Engineer Becker discussed the hiring of a man for Parks Maintenance position through the
ESP Program. Motion by Commissioner Huntingford to appoint Howard Bill for the position.
Motion by Chairman O'Meara to appoint Richard Slator due to his being older and more ex-
perienced. Commissioner Kelly stated a man should be hired from the county rather than
the city. Mr. Slator stated Mr. Bill probably had more experience in carpentry and with-
drew his application. Commissioner Kelly second motion of Commissioner Huntingford.
Motion by Commissioner Huntingford, second by Commissioner Kelly to adopt and sign
Resolution No. 45-71, to Create a Public Works Dept. , as follows:
Commissioners approved and signed November bills to be paid in December, as follows:
Board signed Call for Bids for Petrolum Products for January 3rd. at 10:00a. m.
Motion by Commissioner Kelly, second by Commissioner Huntingford to accept minutes of
December 6th. meeting.
Board approved and signed Resolution No. 43-71 re: Millage for TB Hospitalization, as
follows:
Board recieved two Claims for Damages, on behalf of Robin Grim, G. Keith Grim and
Naomi Grim, and on behalf of Cyiril M. Frol and Kenneth B. Frol, for auto accident on
August 13th. , 1971. Motion by Commissioner Huntingford, second by Commissioner Kelly
to deny both claims. Claims referred to Welch Ins. Co. •
Pros. Attny. William Daly appeared re: Addition of a Superior Court Judge for Clallam-
Jefferson Judicial Dist. Judge Johnson advised he would not make recommendation for
another Judge until he was so advised by j e Boards of Commissioners of both counties.
This Board concurs that work load of both counties necessitates the acquiring of another
Judge.
Engineer Becker stated there is timber on the Dosewallips that needs to be removed. Amount
for timber would only be approximately $100. Motion by Commissioner Kelly that due to
small amount of timber and low in value, that timber be sold without a call for bids. Stumpage
cost set at 25% of sale.

Engineer Becker advised the Board that Jefferson County had received a Federal Grant
for Solid Waste amounting to $7, 328. 70. Board appointed a seven member Advisory
Committee, as follows: A. M. O'Meara, George Huntingford, Walter A. Kelly, Glen
Bagley, Randall M. Durant, Gerald Thompson and John J. Perkins.
Board received questionnaire from State Fire Marshal re: County Building Code.
Notice will be sent that county does not have a building code.
Letter and copy of resolution from Clallam Co. re: Clallam-Jefferson Juvenile Court
District. Resolution will be drawn up whereas one member of each Board of Commissioners
will meet annually to review the preliminary juvenile court budget prior to adoption.
Request from Dept. of Natural Resources for county to display poster of aerial photography
of portion of Jefferson County. Answer will be sent that Board is willing to display poster
in the courthouse.
Board reviewed the following without comment:
Notice from Dept. of Social & Health Services stating Mental Retardation program will
not be funded unless approved budgets are filed by Dec. 8th.
Letters from Governor Evans and Rep. Paul Conner stating their support for a new am-
bulance for the Brinnon area.
Olympic Air Pollution Control Authority Activity Report for November, 1971.
There being no further business before the Board, the meeting was adjourned.
