MINUTES
November 22, 1971.
10:00a. m. Meeting called to order by Chairman A. M. O'Meara with all members present.
Hearing for Shoreline Management Application Permit for Application No. 2, Washington
State Dept. of Game for their project on the Bogachiel River - to provide public access. No
one appeared to speak against petition. The Board, having no arguement against the petition,
approved application unanimously.
Motion by Commissioner Kelly, second by Commissioner Huntingford to approve and sign
Resolution No. 41-71 - to endorse and encourage the Wash. State Dept. of Health, Education
and Welfare to take the necessary steps to obtain Federal matching funds for the Brinnon
Booster Club to buy a new ambulance, as follows: -yy-
Mr. Dick Slator appeared to apply•for position on the E. E. O. Program for the hiring of a
Parks Maintenance man. After lengthly decussion of applicants by the Board, it was decided
not to appoint anyone at this time.
Mr. Cliff Berry, Developer of Marine View Estates Camper Club appeared. Board and
Engineer Becker question one way roads, width of roads, grading and culverts. Commissioner
Kelly and Engineer Becker will meet with Mr. Berry on Wednesday, Nov. 24th. at 9:OOa. m. ,
at construction site.
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve and accept
minutes of Nov. 15th meeting.
Board received signed copy of the agreement recently negotiated with the Dept. of Employment
Security to operate a Public Employment Program. Included is an approved Program Summary
and.approved Occupational Summary.
Letter from May M. Lochridge, President, Associated Grandmothers Club, requesting the re-
moval of logs around the Youth Center, where their meetings are held. Logs were placed there
initially to prevent cars and motorcycles from speeding around the building. Commissioner
irxl will contact the Grandmother's Club.
Letter from William A. Bush, Chief, Research and Planning, re: Seal Rock Boat Launch.
Stated Board's letter of disapproval will be made a part of the record and testimoney presented
to the Commission.
Board received copy of pre-application notification form from Wash. State Aeronautics Com-
mission for their proposed project on Washington State Airport System Plan.
Board received notice from Wash. Counties Ins. Fund that the open enrollment period for
transfer between dual choice options will commence Dec. 1, 1971.
Board received the following documents relating to the County Employees Supplemental Retire-
ment Plan, from Dougan, Eader, Reynolds and Wheller, Insurance Brokers and Consultants.
Copy of the Plan Document, copy of Trust Agreement, Adoption Agreements Parts A & B,
copy of Internal Revenue Service Acceptance Letter and copy of Group Annuity Contract No. M-
1600.
Letter from George H. Randolph, Manger, Port Commission re: Ocean Systems, for pro-
posed project in Port Townsend Bay. Urges Commissioners to approve project for this area.
Board will write to Corps of Engineers of approval.

Minutes of November 22nd. meeting can't.
Auditor, Betty Temple appeared to inform Board that her proposed microfische program for
the recording desk would not be as practicle as she had previously hoped. Also asked per-
mission to hire people through ESP Program to sort through and clean out old records in the
courthouse. Commissioners approve.
There being no further business before the Board, the meeting was adjourned.
