MINUTES
October 18, 1971
10:00a. m. Meeting called to order by Chairman A. M. O 'Meara with all members present.
Hearing for Council on Alcoholism: Mrs. Margery Johnson appeared on behalf of the Council.
No one appeared against. Motion by Commissioner Kelly, second by Commissioner Hunting-
ford to approve the establishing, maintaining and funding for 1971 and 72, with aid from the
Federal Government. Emergency resolution will be drawn up for the remainder of '71. Res-
olution will be drawn up for all of 1972.
Mrs. Swanson's sixth grade class from Lincoln Grade School appeared to observe county
government in action. Commissioner Huntingford gave a resume of all the county offices
and their duties.
Mrs. Helen Yackulic, Valley Tavern, appeared re: Application of class BC EF license for
Thomas George Jr. , d/b/a George's. She owns tavern approximately two blocks from pro-
posed building site for tavern, and is against the permit being granted. States there is not
sufficient population or business to warrent two business. Motion by Commissioner Hunting-
ford, second by Commissioner Kelly to write letter to State Liquor Control Board disapproving
issuance of license due to lack of sufficient population. Unanimous by Board.
Lease for Indian Island, with three copies, delivered by Frank Hart, U. S. Naval Torpedo
Station, Keyport on Oct. 15th. Letter from Robt. A. Grimm, Realty Specialist, Naval Eng.
Command, San Bruno, re: Lease for Indian Island. Chairman O'Meara feels restrictions
are too strigent for county to use property as planned. Meeting will be arranged between
Commissioners and Commanding Officer, Keyport, to discuss restrictions within safety peri-
meter before signing lease.
Board received Claim for Damages from Daniel R. McBride, et ux, deriving from injuries
sustained in auto accident at intersection of county roads 10 and 12, on July 2, 1971. Motion
by Commissioner Huntingford to deni and turn claim over to Insurance Company. Second by
Commissioner Kelly and unanimous by Board.
Claim for damage s from Dennis R. McBride, et ux, on their own behalf and on behalf of their
children, for auto accident on county roads 10 and 12 on July 2, 1971. Motion by Commissioner
Huntingford to deni and turn claim over to Insurance Company. Second by Commissioner
Kelly and unanimous by Board.
Letter of resignation from Robert Knapp as Chairman, Jefferson County O. E.•D. P. Motion
by Commissioner Kelly, second by Commissioner Huntingford to accept resignation with
regrets.
Notice from Dept. of Revenue re: Crown Zellerbach. Stated mill qualifies for rollback in
assessed valuation under the provisions of Section 8, Ch. 288, 1971 1st, Ex. Se s s.
Chairman O'Meara read letter from Dept. of Ecology re: Solid Waste Management Planning
Grant Application. They are in receipt of county's application and upon completion of review,
will notify of any necessary revisions.
Mr. Richard M. Slater appeared re: EDA Hiring. Would like to apply for job under this
program. He is unemployed due to closure of Fort Worden. He was informed that county
has made request for more personnel under EDA program, but has not been notified of decis-
ion. He will be notified of job availability.
Board received request for date of adoption of Comprehensive Plan from Charles E. Pogatchnik,
County Supervisor, Dept. of Agriculture, Port Angeles. Secretary will answer request.

Hearing to Establish Road, as follows: (Description) Letter from Engineer Becker recom-
mending establichment due to giving legal access to property that could be landlocked.
Motion by Commissioner Huntingford, second by Commissioner Kelly to establish this des-
cribed str ip of land as a portion of the county road system. Unanimous by Board.
Certification of Valuations concerning adjustments on Bond Funds, as requested by IDS 114,
after Auditor had reviewed Surpluses in Funds. Motion by Commissioner Huntingford, second]
by Commissioner Kelly to certify adjustments as follows: Unanimous by Board. 7
Deputy Bill Booth appeared re: Traffic problem on Highway 101 in front of school buildings
in Quilcene. Letter from Elmer Adams, Superintendent, Quilcene Public Schools, concerning
same problem. States highway is dangerous and is not properly marked. Commissioner
Kelly advised highway is adequately marked only signs are not large enough for modern day
traffic. Biggest problem is with tourists.
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve minutesof
Oct. 4th. and 12th. as written. Unanimous by Board.
Application for S,& S Relief from Joseph Proper. After checking with Public Assistance Dept. ,
Chairman O'Meara recommended payment. Motion by Commissioner Huntingford, second
by Commissioner Kelly to approve and sign application for $250.
Board received letter from Dept. of Ecology re: Shoreline Management Act of 1971. Ack-
nowledged receipt of letter from Board stating county will comply with Section 7, HB 584,
and complete inventory and master program as provided in Section 8 of Act.
Board approved and signed Call for Bids for two 1972 automobiles for Jeff. Co. for Monday,
Nov. 1, 1971 at 10:00a. m.
Board approved and signed Call for Bids for the improvement of 1. 212 miles of the Dosewallips
River Road, Co. Rd. No. 70. To be opened and read on Monday, Nov. 8th. at 10:00a. m.
Letter and copy of pre-application notification form concerning restoration of City Hall and
construction of city equipment barn, from Olympic Regional Planning Council. Board is
highly is favor of project.
Board received copy of letter to Dr. Shirley Benham, Olympic Health Dist. , from Dr. John
A. Beare, Chief, Office of Community Support, concerning emergency medical and health
responsibilities of the counties. No comment by Board.
There being no further business before the Board, the meeting was adjourned.
