MINUTES
October 4, 1971
10:00a. m. Meet ing called to order. by Chairman A. M. O'Meara with all members present.
Budget Hearing: Those appearing were; Mrs. Swanson's 6th. grade class from Lincoln
Grade School, Mr. Frank Killam, Mrs. Ida Hinton, Mr. Roy Nordby, Mr. Finnes Stevens,
and Mr. Harold Brown.
Letter from Port Townsend Library Board requesting allowance in budget for
reimbursement of costs 'incurred,byserviee to people who live in the county. Question as
to whether request is too late to get in budget. Mr. Frank Killam, appearing for the Library
Board, stated amount could be raised by charging more for library cards, but did not want
to go this way unless absolutely necessary. Pros. Attny. Daly advised county has no authority '
to act. Said county cannot allocate funds except to Library District.
Mr. Roy Nordby appeared against the "sky rocketing" in the budget. Made com-
parisons with budget of ten years ago and feels requests from all offices are far too excessive.
Requests Board to lower millage. Engineer Becker informed that 1 mill will be taken from
the road budget and put into Parks Maintenance and- Solid Waste Management. Commissioner
Huntingford said state is forcing the count y into sanitary fills and money from road tax will
be used for this purpose. Nordby said he had "no kick" on county roads but said Sheriffs
and Assessors offices are too high and Treasurers office about right. Auditor Betty Temple
advised county is tied by obligations to the state, such as comprehensive Plans, solid waste
management, etc. which has. never been demanded before. Elected officials have not had
raise for last five years.
Final Budget will be approved at the next regular session on October 12, 1971.
There being no objections to the revised Jefferson County Road Fund Budget, 1972, and
Road Construction Program, 1972, by motion of Commissioner Kelly and second by Com-
missioner Huntingford, both were approved and signed, as follows. Unanimous by Board.

Meeting re: Budget for Sheriff's Office. I Ir. Norman Pollach, from eamsters Local 589
appeared to represent the Deputies. Deputies Mike Thompson, Rod Culp, Clarence Booth
and Earl Carter also appeared. Mr. Pollach stated the men had asked to have dental coverage
added to their insurance plans, and it is the responsibility of the county to provide the added
coverage . .Deputy Thompson stated he was representing himself and others from the Dept.
and they don't want anything to jepardise the hiring of more men. They are not concerned
with a raise and would rather have money put toward salary for another man. Chairman
O'Meara said this would incur more money for insurance, raise only amounts to $2, 800,
and dental coverage would add approximately $130 a month extra, and this amount is not
sufficient. Thompson said they are in sore need of another man if possible .. Commissioner
Huntingford said dental coverage . .would .have to be in lieu of raise because the added amount
could not be put in the budget. Requests will be taken into consideration by the Board.
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve minutes
of Sept. 27th. meeting as presented. Unanimous by Board.
Letter of resignation from Neoma B. Shepherd, Commissioner, Position No. 2, Water
Dist. No. 1, effective Sept. 25, 1971. Motion by Commissioner Huntingford, second by
Commissioner Kelly to accept resignation.
Letter from Port Townsend Chamber of Commerce requesting views of the Board as to the
possibility of Port of Port Townsend taking over the operation, ownership, ownership/lease
back, subsidy, or any other alternative means of assuring continuation of service of the
Olympic Ferries, between Port Townsend and Whidbey Island. No definite action by the
Board at this time.

Board received letter from Dept. of Ecology requesting "letter of intent" on county's part-
icipation in Shoreline Management. Letter will be sent stating county has decided to com-
plete an inventory and develop a master program.
Mr. Ray Isle, County Extension Agent, appeared re: Equal Employment Opportunity.
Letter from the Board is requested stating they are comnlying with the Equal Employment
Opportunity Program as stipulated in 7 CFR 18. Letter will be sent.
Mr. Tom Fitzmorris appeared re: Proposed State Highway Projects from 1971 -1973.
Projects are on State Highway 101, as follows: Discovery Bay , RA & Viewpoint, right-of-
way; Amanda Park to Clearwater Road, construction; and Queets to Hoh River, construction.
Board will send letter stating projects are satisfactory.
Commissioners signed Bond and Contract with Tor-Nado Fence Co. Inc. , to construct chain
link fence and metal gates at county shop in Hadlock.
Mrs. Marge Johnson and Mr. Paul Miller appeared with request for $2, 000 annually for
Information and Referral Center for Alcholism. Stated we are now in conjunction with
Clallam County, but are not realizing the necessary benefits from this arrangement. Said
State would reimburse or pay four to one, plus salary of director, if county can see fit to
funding an office and phone. Auditor Betty Temple, advised that she had talked with Bob
Goehring, Chairman, MH&MR Board, and he is very much in favor of a center for alcholism
because their Board cannot cope with this problem. Motion by Commissioner Huntingford
to declare $500 emergency fund to supply office and phone for Information and Referral
Center for Alcholism. Seconded by Chairman O'Meara. Resolution will be drawn up and
notice published of date for public hearing. Hearing to be held on October 18th. at 10:00a. m.
Notice from State Liquor Board of aonlication for Class H license from Randolph Holland
Barrett, Discovery Bay Lodge. No objections by Board.
Public Notice No. NPS-71-368, Corgis of Engineers, re: Recreation and Boat Moorage for
Bridgehaven. No comment by Board at this time.
Board received 1971 Indicated Ratios and the Property Tax Rollback from the Dept. of
Revenue; and Minutes of Intermediate School Dist. 114 meeting of Sept. 9th. without comment.
There being no further business before the Board, the meeting was adjourned.
