Brown MINUTES August 2, 1971 10:00a. m. Meeting called to order by Chairman A. M. O'Meara with all members present. Bid Openings for various sizes and gages of metal culvert pipe. 1) Cascade Culvert, Inc. $2, 204. 81 2) Armco Steel Corp. $2, 317. 30 By motion of Commissioner Kelly and second of Commissioner Huntingford, Engineer Becker took bids for correct totaling. Upon returning, Becker advised that Cascade Culvert had presented the low bid of $2, 204. 81. Motion by Commissioner Huntingford, second by Commissioner Kelly to award bid to Cascade Culvert. Unanimous by Board. Continuation of Hearing for Jefferson County Platting Ordinance. Chairman O'Meara advised that necessary adjustments and additions have been made. Motion by Commissioner Hunting- ford, second by Commissioner Kelly to approve and accept Ordinance as corrected. Unanim- ous by Board. naauh `ion l iae diwwn sp. / 3 _ / yr. Application for Assistance from Soldiers' & Sailors' Relief Fund from Edward Grant Robbins for $131. 03. Motion by Commissioner Huntingford, second by Commissioner Kelly to approve and sign application. Unanimous by Board. Motion by Commissioner Huntingford, second by Commissioner Kelly to accept minutes of last meeting as written. Unanimous. Board received copy of the pre-application form from the Washington State Parks & Rec- reation Commission for their proposed complete restoriation of Port Townsend City Hall, from Clallam Co. Planning Commission. Sheriff Hansen appeared with request to paint jail cells at West-end Annex. Hansen was asked to check on availability of funds before granting request. Commissioners discussed letter from Dept. of Natural Resources with Engineer Becker, concerning handling of the burning of garbage at Discovery Bay, Hadlock and Quilcene Dumps. Becker assured Board that he has been in contact with the Dept. and all requirements have been met. Frank White and Robert Fakkema appeared re: Plat of Toandos Del Mar. Presented summary of proposal for Division No. 1, as follows: Plat approval would be in two phases. Upon first approval, they will bond for completion of roads and water distribution lines. Second part of approval would be bonding for utilities and sewage treatment plant, after complete approval by the State and Olympic Health Dept. Proposal was given verbal approval by the Board, and Engineer Becker was instructed to inspect roads for bonding. Mrs. Eva Taylor, from Discovery Bay, and Mr. Edward Rickey, from Nordland, were appointed to serve on the Hood Canal Advisory Commission in connection with the Shoreline Management Act, by motion of Commissioner Huntingford and second by Commissioner Kelly. Unanimous by Board. Request from Washington Counties Insurance Fund for appointment of representative for Ins. Advisory Committee. Motion by Commissioner Kelly for Chairman O'Meara to be the rep- resentative, and acceptance by O'Meara. r r� Minutes of August 2nd. con't. Board of Equalization: The August Board of Equalization reconvened to receive certification from the Dept. of Revenue of Jefferson County "tentative indicated county ratio" and "revaluation ratio". 1971 Tentative County Indicated Ratio 41. 3% 1971 Revaluation Ratio 48. 8%c 1970 Real Property Ratio without Revaluation Credit 43. 6% Board will reconvene on August 9th. to complete its duties and then adjourn sine die. There being no further business before the Board of Commissioners, the meeting was adjourned.
