MINUTES
July 19, 1971
10: 00a. m. Meeting called t o order by Chairman A. M. O'Meara with all members present.
Mr. Glen Neet appeared for signature of approval from Commissioners on State license
for Auto Wrecking business. License signed by Chairman O'Meara.
Letter from Democratic Central Committee submitting three names to be considered by
the Board, to replace Assessor, Jim Sofie for the remainder of his term. Anthony
Stroeder, Mike Orth and Chester Strand.
Letter of request from Assessor, Jim Sofie, stating that in the light of the numerous tax
appeals now pending , he has reconsidered his intention of resigning. Asks that the Board
give no consideration to his previous letter of resignation until further notice.
Motion by Commissioner Huntingford, second by Commissioner Kelly to reject letter of
resignation from Mr. Sofie, and accept request to continue in office. Unanimous by Board.
Board discussed letter of resignation from Mrs. Robert (Val) Koschnick, President, MH/MR
Board. Chairman O'Meara advised that Cal McCune, Attny. , may replace Mrs. Koschnick.
on the Board.
Motion by Commissioner Kelly, second by Commissioner Huntingford to accept minutes
of last meeting as written.
Letter from Conrad Green,
Attny.
for Mr. John B. Chesterlyand Mr. Robt. A. Fish,
summarizing meeting with Board concerning drainage near their property at Ludlow Beach.
Letter will be held for further investigation by Board.
Mr. Jerry Getz appeared re: Need of 200 wooden fence posts for Jefferson County Fair
Grounds. Commissioners advised him to check with Ed Becker, Engineer, for availability,
and gave their permission for him to have posts.
Mr. Guy Rudolph appeared with plans for regulation size baseball diamond in Co. Park in
Hadlock. Question as to whether park is large enough for regulation size baseball diamond
or not, and if location of well will interfere with diamond. Engineer Becker advised park
is large enough for Little League diamond without interference of well. Four lots within
boundaries of park are privately owned. Becker will try t o make arrangements to either
buy or trade other property for the four lots.
Motion by Commissioner Huntingford, second by Commissioner Kelly to sign Call for Bids
for various sizes and gages of metal culvert pipe for Co. Highway Dept. , for Aug. 2nd.
at 10:00a. m.
Board received letter from Dept. of Revenue re: 1971 Forest Land Values. Assessor,
Jim Sofie, advised that all parcels of forest land in Jeff. Co. are listed the same as 1970
assessment roll.
Letter from Port Commission re: Reopening of channel between Kilisut and Admiralty
Inlet. Advises problem should be handled at state level because of "statewide significance"
and so extensive, it would be beyond community's ability to participate.

Copy of Class EF license to Reed's Enterprises, Inc. , Reed's Shoprite, from State
Liquor Control Board.
Notice from Dept. of Highways re: Award of Co. FAS Contracts. It is no longer necessary
for Co. Eng. to set forth reasons to award a Co. FAS contract wherein the apparent low
bidder is more than 10°7c over the Eng's. estimate. The Assistant Director for Highway
Development can award such contracts upon receipt of a letter signed by the Chairman of
the Board of Commissioners.
Board of Equalization:
Petition No. 32 Thomas U. Moore - appeared. Not protesting the amount of
taxes, but such a drastic jump within such a short time. No decision at this time. Chair-
man O'Meara advised they will be notified of decision.
Petition No. 31 Calvin J. Savage - did not appear. No decision by the Board
at this time.
Petition No. 34 Raymond S. Fountain - did not appear. Due to sales and
appraisels of comparable property, the Assessor's opinion was upheld.
Petition No. 35 John W. Woodworth - appeared. Assessor's opinion upheld.
Petition No. 33 Follin Davenport - did not appear. Worked on basis of front-
age property. Assessor's opinion upheld.
Final Order of Decision from State Board of Tax Appeals re: Timber Traders Inc. and
Eclipse Timber Co.
Timber Traders - Jeff. Co. Bd. - $2, 765, 719 - State Bd. - $1, 992, 623.
Eclipse Timber - " " " - $2, 130, 989 - " " - $1 , 756, 706.
Stated decision was based upon evidence presented by appellant, despite its imperfections,
as it comes more nearly meeting the statutory requirements than does the method used
by the respondent. However, the Board is not convinced the method of valuation used by
the appellant is relevant in all respects and therefore, should not be considered as setting
a precident with respect to the valuation of standing timber.
Meeting of the Board of Equalization adjourned until July 26, 1971.
There being no further business before the Board of Commissioners, the meeting was
adjourned.
