MINUTES
July 12, 1971
10:00a. m. Meeting called to order by Chairman,A. M. O'Meara with all members present.
Hearing for Six Year Road Program: Motion by Commissioner Kelly, second by Commiss-
ioner Huntingford to accept program as presented by Engineer Becker, and sign Resolution
No. 24-71 , as follows:
Bid Opening for improving 0. 40 miles of the Hoh River Road:
1) Ralph Wells - - - -$36, 328. 44
2) Joe Surace $38, 932. 20
3) Strong & MacDonald $49, 208. 00 (corrected by Firm)
4) Stoen $51, 345. 00
5) Delhur $51, 876. 40
Engineer's estimate $40, 000. 00
Motion by Commissioner Kelly, second by Commissioner Huntingford for Ed Becker to
check totals on two low bids. Engineer Becker returned to advise totals are correct and
recommends bid be awarded to Ralph Wells as low bidder. Motion by Commissioner Kelly,
second by Commissioner Hunt ingford to award bid to Ralph Wells for $36, 328. 44, Unanimous
Mr. Frank White and Mr. Robt. Fakkema appeared re: Toandos Del Mar. Requests sign-
ing of proposal by Commissioners giving their approval, not of the treatment system, but
stating County will take over treatment system after it is completely installed and approved
by the State and County Health Dept. Per lot fee has not been decided as yet, study has to
be made of other areas first. Motion by Commissioner Huntingford, second by Commissioner
Kelly to accept and sign proposal. Unanimous by Board.
Bid Opening for Concrete Bleachers in Memorial Field. 1) Cotton Corp. $26, 508. 30
2) Winterburn Corp. $30, 371. 25 Engineer Becker checked bids for correct totals.
Motion by Commissioner Huntingford, second by Commissioner Kelly to borrow money
from the County Road Dept. to finance roof and bleachers for Memorial Field. Motion by
Commissioner Huntingford, second by Commissioner Kelly to award bid for bleachers to
Cotton Corp. for bleachers for $26, 508. 30. Unanimous by Board. 744,
Art Thompson and Mr. & Mrs. George Thibeault appeared re: Deedof road to county for
use as public access. One property owner at end of road has been trying to prevent others
from using it. Engineer Becker explained that it cannot be deeded to the county, but no one
has the right to close the road as long as it's a public access.
Mr. Harry Holloway, Attny. for Jaycees, appeared re : Lease of VFW Hall by Jaycees.
Lease reviewed by Pros. Attny. Daly and approved. Motion by Commissioner Kelly, second
by Commissioner Huntingford to lease the VFW Hall to the Jaycees for a period of ten (10)
years starting July 12, 1971. Unanimous by Board. Lease signed by Commissioners.
Motion by Commissioner Huntingford, second by Commissioner Kelly to set Hearing Date
for Platting Ordinance for July 26, 1971, Unanimous
Mr. Robt. Kanpp appeared re: Overall Economic Development Plan for Jefferson County.
Motion by Commissioner Huntingford, second by Commissioner Kelly to accept plan. Unanim-
ous by Board.
Motion by Commissioner Kelly, second by Commissioner Huntingford to accept minutes of
last meeting as written.
Motion by Commissioner Huntingford, second by Commissioner Kelly to sign Res. No. 25-71,

Board received letter of resignation from Mrs. Robt. (Val) Koschnick, Chairman, MH/MR
Board. Mrs. Koschnick is moving from this area due to the closure of Fort Worden Treat-
ment Center.
Board received notice from Employment Security Dept. of their "Work Incentive Program"
and "Special Work Project", without comment.
Estimate of Gas Tax Receipts to Jefferson County for 1972 - 299, 680.
Board of Equalization Hearings.
Petition No. 6 Doris Beck - appeared. Recommended by Assessor Sofie for
Commissioner's to delay decision until Board can inspect the property in view of the case
presented by the petitioner. Motion by Huntingford, second by Kelly to delay. Unanimous
Petition No. 7 Audrey Zellers Elridge - appeared. Board advised Mrs. Eldridge
that they could not, by law, lower the valuation of her property any more than the State had
already done. Motion by Huntingford, second by Kelly to uphold Assessor's opinion. Unanimoc
Petition No. 8 Theodore W. Holway - did not appear. Motion by Huntingford,
second by Kelly to uphold Assessor's opinion. Unanimous
Petition's No. 9, 10 & 11 Lloyd A. Tooker and Evangeline Tooker - appeared
Motion by Kelly, second by Huntingford to uphold Assessor's opinion. Unanimous
Petition No. 16 R. N. Steele - appeared. Motion by Huntingford, second by
Kelly to reduce Assessor's value to 50% and return to past valuation due to tidal action and
inaccessability. Unanimous by Board.
Petition's No. 14 & 15 Frederick M. Crowell - appeared. Motion by Kelly,
second by Huntingford to check out property and possibly assess as timberland. Unanimous
Revaluation Project Bid. Assessor Jim Sofie recommends Cole, Layer, Trumble Co. be
awarded bid due to their having maping and personnel knoweldgeable of this county and of
their excellent work in the county last year. Motion by Commissioner Kelly, second by
Commissioner Huntingford, under advisement of Sofie, as most advantageous to county, to
award bid to CLT Co. for $44, 450. 00. Unanimous by Board.
Board of Equalization meeting adjourned until July 16, 1971.
There being no further business before the Board of Commissioners, the meeting was
adjourned.
