O'Meara with all members present. Richard Bradley, Director of Juvenile Court Services, appeared re: Resolution for 1972 Juvenile Probation subsidy. Subsidy budget is 100% refundable. Motion by Commissioner Huntingford, second by Commissioner Kelly to accept and sign Resolution No. 23-71 for Juvenile Probation Program. Unanimous by Board, Mr. Harry Holloway, Attny. , appeared with copy of lease for the VFW Hall, written by him for the Jaycees. Board advised they would pay for the insurance, but not the utilities. Mr. Paul Gahr appeared for the Vets and stated the lease was satisfact ory to them. Motion by Commissioner Huntingford, second by Commissioner Kelly to order lease be drawn up as corrected and revised and presented to the Board for approval and signing on July 12th. Unanimous by Board. Jim and Dennis Shaw appeared before the Board, and Assessor Jim Sofie, to discuss farm and timberland evaluations. All present are very unsatisfied with the new tax laws. Application for Assistance from Soldiers' & Sailors' Relief Fund from Richard D. Cadle. Approved and signed by Commissioners for the amount of $70. 00. Unanimous. Motion by Commissioner Hunting ford, second by Commissioner Kelly to accept minutes of last meeting as written. Unanimous. Board received letter of resignation from Mrs. Louise M. Brandt, as Commissioner, Position No. 1 , Water District No. 1. Motion by Commissioner Kelly, second by Comm- issioner Huntingford to appoint Gordon Wolf to position No. 1 to replace Louise Brandt, and Neoma B. Shepherd to Position No. 2 to replace Otto Day, as per recommendation of Water District No. 1 Commissioners. Unanimous by Board. Commissioners signed joint contract with Western Aerial Contractors, Inc. for photogram- metric work in West-end of Jeff. Co. for•$1, 447. 21, to be paid by Co. Engineer and Assessor. Notice from Wash. State Liquor Control Board of application for Class EF license from Carl Dewey Lopeman d/b/a Beaver Valley Store. No objections by the Board. Notice from Dept. of Natural Resources re: Surface Mining Operating Permits No's. 10179, 10180, 10181, 10182, 10183, and 10218. Received without comment. Commissioners received Summary of Property Tax Legislation passed by the 1971 Legis- lature without comment. Notice from Wash. State Assoc. of Counties of Attny. General, Slade Gorton's opinion that the provisions of RCW 58. 17, relating to plats and subdivisions, are applicable to mobil home parks and recreational vehicle parks where the developer retains ownership of the entire parcel of land, but divides it into five or more lots or sites to be rented on a nightly or weekly basis. Commissioners received minutes of Hood Canal Adv. Commission meeting of June 9th. without comment. Minutes of July 6th. con't. Board of Equalization: Opening of Evaluation Bids. Bids were opened and read by Assessor Jim Sofie, as follows: 1) Aztec - $106, 420. 00 2) CLT - $44, 450. 00 3) Property Revaluations Inc. - $39, 900. 00 Motion by Commissioner Huntingford, second by Chairman O'Meara to delay awarding of bids until they check with Clallam and Kittitas Counties. Biders will be notified by mail. Equalization Hearings: Petition No. 1 Edward R. May - appeared. Stated he was not protesting appraisal value placed on his house, but felt his real property revaluation was much too high. Board as- vised Mr. May that he will be notified of their decision after the property is checked more closley with Mr. Sofie. Petitions No. 2 & 3 Earl A. Irwin - appeared. Stated his property is in flood area not suitable for building permenant or residential structure and metal building on property is damaged, not affixed to property and has no fair market value. No decision at this time. Mr. Irwin will be notified by mail. Petition No. 4 Verne F. Ray - did not appear. Upon consideration of this appeal, and after inspect ion of the property in question, it is the opinion of the Board that the Assessor's appraised valuation be sustained. Petition No. 5 Howard Peters - did not appear. Assessor's current value is sustained pending further inspection of property by Board. Petition No. 17 Mrs. Ray S. Crist - did not appear. Decision tabled until further inspect- ion by Board. Meeting adjourned until July 12th.
