MINUTES
May 24, 1971
10:00a. m. Meeting called to order by Chairman A. M. O'Meara with all members present.
Bid opening for Co. Shop Equipment:
1. Dickinson
2. Northwest Equipment
3. Auto Service Equipment
4. Aaberg & Feek
Engineer Becker to take bids to check totals and advise Commissioners as to best bids for
equipment. Low bids for equipment will be taken from all biders, no single bider will re-
ceive contract for all equipment. After thoroughly checking all bids and totals, Becker
advised the following: Northwest Equipment for ten (10) units for the amount of $7, 099. 26,
and Dickinson for three (3) units for $2, 663. 41. Motion by Commissioner Kelly, second
by Commissioner Huntingford to accept bids as presented by Becker. Tnd.nimnous by Board..
Gerald Phillips appeared re: Open Sapce Land Clasification. Assessor, Jim Sofie stated
he did not feel the land would qualify for farm land. He suggested that Mr. Phillips would
be better protected by HJR 849 which freezes timber land to 1970 taxes. Mr. Phillips
could classify part of his property as timber land. After discussion with Mr. Sofie, Mr.
Phillips decided he would take his advise and not pursue the claim for Open Space Land
Classification.
Commissioners approved and signed Resolution No. 18-71, Co. Rd. Project No. 337, as
follows:
Mr. Lou Nollkamper and Mr. Bill Black appeared re: Rifle range for Sportsman Club.
Club needs authorization from Board that Co. will provide necessary land before they can
take proposal to the State for Federal money. Engineer Becker will check plans submitted
by Club.
Mr. Ken Harrington appeared re: High taxes on Coyl Peninsula. Stated he and his party
were in to the Assessor's Office to protest their high property taxes and came in to observe
the Board meeting. Those attending with Mr. Harrington were; Dorithy M. Harrington,
Myrtle A. Johnson, Ernest Kochwar, Henry Madison and Laurel Johnson.
Mr. Fred Houghton appeared re: Differences of opinion on survey lines with platers of
Toandos Del Mar. Chairman O'Meara suggested they put their complaint in writting to
the Board so that it is in the record before final plat is presented for approval. Final
will not be approved by the Board until question on survey lines is solved between the
land owners involved.
Commissioners approved and signed Resolution No. 19-71 establishing a plan of group
life, accident, hospital and surgical Ins. for Co. employees, and Ins. Trust Agreement,
as follows:
Commissioners approved and signed Resolution No. 20-71 - Emergency for funds for Co.
group Ins. plan, as follows:
Motion by Commissioner Kelly, second by Commissioner Huntingford to accept minutes
of May 17th. meeting as written. Unanimous by Board.

Mr. Martin Schechert appeared to inquire about platting "short Plats". Jefferson Co.
does not have regulations covering 2 1/2 acre plats. Inquiry will be sent to Kitsap Co.
for information.
Mr. Ken Tyler appeared concerning large numbers of applications coming in for S. & S.
Relief due to C. Z. Mill being on strike. Commissioners informed him they will be approved
on basis of emergency only. Mr. Tyler also asked if there was any way he could be authorized
to initiate funds in case of dire emergency, such as, a person having to be flown to the
hospital in Seattle in the matter of life or death. Commissioner Huntingford stated it would
be necessary to obtain Pros. Attny. Daly's opinion. Commissioners will check with Daly
and inform Mr. Tyler of the decision.
Commissioners received letter from Henry C. Hajek re: Indian Island. Lease will be
sent to the Secretary of the Navy for his approval.
Letter from Les Roline re: Items to review and correct on West-end Annex. Six items
still remain to be finished by Lincoln Const. Co.
Public Notice No. 71 -N-08, from U. S. Coast Guard re: Bridges. Received without comment.
Commissioners received notice of Civil N. 9651, Lis Pendens. United States of America,
Plaintiff, vs 4. 55 acres of land, more or less, in Jeff. Co. , Lyle D. Penquite and Orva A.
Penquite, et al and unknown owners, Defendants.
Notice from State Liquor Control Board of licenses for the forthcoming licensing year com-
mencing July 1, and ending June 30, 1972, as follows:
