Brown MINUTES April 19, 1971 10:00a. m. Meeting called to order by Chairman A. M. O'Meara with all members present. Hearing for Franchise for Plats of Paradise Bay and Paradise View Estates for Water District No. 1. Engineer Becker stated he felt the people concerned should be aware of RCW 36. 55 making them liable for construction, maintenance and operation of a water works and system over and along each and every street avenue, alley or public place in the Plats. Moved by Commissioner Huntingford, second by Commissioner Kelly for. Franchise to be granted. Resolution will be drawn up for Commissioners' signing on Monday, April 26th. Appearing for Franchise Hearing were: Louise M. Brandt, Chair- man, Doris Carlson, Secretary, Ernest D. Carlson, W. E. Brandt, Otto Day, Commiss- ioner, Neoma B. Shepherd and Alma Brandt. Secretary will send copy of RCW 36. 55 and acknowledgement of approval to Water Dist. No. 1. Engineer Becker also stated necess- ary traffic signs will be installed. Moved by Commissioner Kelly, second by Commissioner Huntingford to approve minutes of April 12th. meeting. Resolution No . 13-71 - that Director of Highways is authorized and directed to provide as- phalt plant inspection and related services for Oak Bay Road to the amount of $3, 500, approved and signed by Commissioners, as follows: Resolution No. 14-71 - Co. Rd. Project No. 334 in the matter of Lopeman Road, Co. Rd. No. 310, Hadlock Sts. to improve road, approved and signed, as follows: By motion of Commissioner Huntingford, second by Commissioner Kelly, Commissioners signed call for bids for two (2) automobiles, to be opened and read on Monday, May 3rd. at 10:00a. m. Petition signed by residents of Hastings Avenue regarding speeding cars on their street. Motion by Commissioner Huntingford, second by Commissioner Kelly to refer letter and petition to Sheriff Hansen. Chairman O'Meara received telephone call from Jim Sibon, Game.Dept. re: Fishing and swimming areas on Lake Leland. Stated project has been OK'd so far, but minor changes in plan may be necessar y. On return call, Mr. Sibon said the fishing area will be on south end of lake and swimming area will be on north end. Further contact with the Board will be made by the Game Dept. Engineer Becker presented plan for new Co. Shop at Hadlock, Discussion on hoists or grease pits. Decided both are needed. Type of heat questionable. Huntingford, Kelly and Becker against having heat in floor, O'Meara for it and advised looking into it thoroughly before laying concrete floor. Motion by Commissioner Huntingford, second by Commissioner Kelly to call for bids for construction of building. Chairman O'Meara and Engineer Becker reported to Board members they had contacted John Cook on Saturday, April 17th. He is owner of property at Pt. Ludlow where county wants to install drainage pipes to repair damage in that area and he is very favorable to having Co . place pipes on his property. Two other property owners still have to be contacted. Minutes of April 19th. con't. Commissioners received letter from Dougan, Eader, Reynolds and Wheller re: Co. Em- ployee Supplemental Retirement Plan. Letter of request will be sent to Mr. Harry Sutliffe, Consulting Broker, asking him to appear before the Board in May or June to discuss the tax sheltered investment program and the possibility of Jefferson County participating in the Wash. St. Assoc. of Co's Medical Plan. The following correspondence was received by the Commissioners without comment: Letter from W. L. Seth, advising he paid 1971 taxes on his property, Lot 17, Block 1, Williams Addition under protest because Co has failed to furnish ingress and egress to this property. Notice from State Liquor Control Board that as of April 15, 1971, license issued to Edith Jean Dalgleish and Andrew C. Dalgleish had been transferred to Byron Hamlet Rude, Geraldine B. Rude, Donald R. Campbell and Agnes A. Campbell, d/b/a Geoduck Tavern. Public Not ice No. 71 -N-06 re: Bridges, from Dept. of Transportation, U. S. Coast Guard. Co. trust land transmittal of funds - $40 from Ralph McClanahan and $159. 60 from Bernice E. Martin. Olympic Air Pollution Control Authority Activity Report and Air Sampling Network Particle Fallout Results: and, Dept. of Revenue re: 1) Where do property taxes go; and 2) Local sales tax dis- tribution report. There being no further business before the Board, the meeting was adjourned.
