Meeting called to order by Chairman A. M. O'Meara with all members present.
Bid Opening for improvement of 8. 61 miles of Oal Bay Road, . Co. Rd. No. 10, and . 02 mile
of Ludlow to Paradise Road, Co. Rd. No. 6.

Motion by Commissioner Kelly to award bid to J. D. Shotwell. Motion by Commissioner
Huntingford for Engineer Becker to take two low bids for checking. After checking bid
totals, Engineer Becker returned with the recommendation that J. D. Shotwell be awarded
the bid. Motion by Commissioner Kelly seconded by Commissioner Huntingford to award
bid to J. D. Shotwell for $186, 493. 00.
Commissioners approved and signed March bills to be paid in April, as follows:
Motion by Commissioner Kelly, second by Chairman O'Meara to accept minutes as written.
Commissioners signed Call for Bids for one Towed Type Chip Spreader to be opened and read
on Monday, April 26th at 10:OOa. m.
Motion by Commissioner Huntingford, second by Commissioner Kelly to reappoint Bob
Matheson to a five year term to the Jefferson County Housing Authority.
Commissioners received copy of letter to Grays Harbor PUD No. 1 from Sheriff Hansen re:
Purchase, treatment and "set" of one 50foot pole for radio reception for communication base
radio in West-end Annex.
Mr. John Doubek and Mr. Tom Whalen appeared re: Civil Defense for Jeff. Co. They
discussed the "Personnel and Administrative Fund" which is federal funding for the program.
(Fed, matching funds) Commissioners concur that program should not cost the county any
more money then is now budgeted. Commissioners will have to sign resolution for State
Merit System. Motion by Commissioner Huntingford, second by Commissioner Kelly to
accept program. Mr. Whalen stated only secretary would be included in Merit System -
Director is exempt. Commissioners signed Letter of Authorization and Resolution No. 11-71,
Original Adoption of Civil Service System Rules.
Joe Dunlap, Chairman, Jefferson County Planning Commission, appeared to present the
Board with Master copy of the Comprehensive Plan for Jeff. Co. Asked that Commissioners
check plan thoroughly to enable corrections or additions, if any, before their final approval
and adoption of plan. Secretary instructed to write letter acknowledging receipt of master
copy of plan, cover letter of revisions adopted at Public Hearings on :Feb. 17th and March 13th,
maps and reference, Chapter 201, Laws of 1959 as amended by Chapter 232, Laws of 1961,
as amended by Chapter 24, Laws of 1965( extraordinary session) (RCW 36. 70).
Commissioners signed Res. No. 12-71 - to review plans specifications, advertise for bids
and award a contract for Jeff. Co. Project, Quilcene-eenter Road (overrun of original au-
thorization); as follows:

Notice of correction from State Liquor Control Board that license No. 354439 issued to
Randolph Holland Barrett, Discovery Bay Lodge, amended to show continuous operations
from April 1, 1971 through June 30, 1971.
Notice from State Liquor Control Board of application for Class BC EF license from Luella
Gertrude Hamilton and Bill Arthur Hamilton, Hamilton's Horn-In.
Public Notice No. NPS-71-124 from Dept. of the Army re: Application from Mr. Charles
D. Broders to co nstruct pier in Discovery Bay, near Gardiner.
Commissioners received copy of House Bill No. 248 re: County road millage.
Letter from Stewart Bledsoe, Majority Leader, House of Representatives, expressing
appreciation for Commissioners' support of House Bill No. 764 and Senate Bill No. 512.
Letter from Leon Conner, Manager, Operations Branch, Real Estate Division, San Bruno,
Calif. stating they had received county's request for leasing waterfront and tidelands on
Indian Island and were forwarding to higher Naval authorities for futher determinations.
Letter from Floyd E. Morningstar stating he paid property taxes for 1971 for Lot 16 Block 1
Williams Addition, under protest because Jeff. Co. has failed to furnish ingress and egress
to this property.
Letter from H. C. Reuter, Col. USA Retd. stating he was paying taxes on his property in
Irondale under protest because Jeff. Co. denied his request for road vacation.
Letter from :Mr. John Raymond Guy regarding the recent appraisal of his property. Copy
of letter to Mr. Guy from Assessor Jim Sofie. Real Property petitions sent to Mr. Guy,
for Board of Equalization, on April 9th.
There being no further business before the Board the meeting was adjourned.
