MINUTES
April 5, 1971
10:00a. ml. Meeting called to order by Chairman A. M. O'Meara with all members present.
Mr. Robert Hays, Hood Canal Advisory Commission appeared re: Revised by-laws and
resolution. Resolution signed by Kitsap and Mason County's but correction will have to
be made because Jefferson County does not have a paid county planner and Commissioners
want Advisory Commission answerable to Commissioners and/or County Planning Comm-
ission.
Mr. Harry Irwin, P. E. and Mr. Hial Turnley appeared re: Seamount Estates Division
No. 2. Letters from Kenneth J. Merry, Supervising Engineer, State Dept. of Health and
Jefferson County Health Dept. denied approval due to lack of adequate information on
water system. Hearing date set for April 26th by motion of Commissioner Huntingford
and second by Commissioner Kelly.
Dedication date for official opening of West-end Annex. Motion by Commissioner Kelly,
second by Commissioner Huntingford for May 8th. at 2:OOp. m. All members concur.
Sheriff Hansen appeared re: Inadequate heater at West-end Annex. Commissioners
advised him to contact Les Roline for information on guarantee. He was also authorized
to contact Power Co. to buy and erect 50 ft . pole for radio reception.
Commissioners signed application for assistance from Soldiers' & Sailors' Relief Fund
for Loyal L. Truesdel for $150. 92.
Moved by Commissioner Huntingford, seconded by Commissioner Kelly to approve minutes
of March 22nd. as written.
Co. Assessor, Jim Sofie and Mr. Carl Christain appeared re: Changing boundaries of
Fire District No. 5; and N. P. Worthington's application for Open Space Land Classification.
Commissioners advised Mr. Christain to have Fire District #5 and #1 execute all necess-
ary papers and they will inquire into legality of annexation. Mr. Worthington will be sent
letter and xerox copy of RCW 84. 34. 020 .
Motion by Commissioner Huntingford, second by Commissioner Kelly to put up bids for
car for Commissioners.
Letter from Jefferson County Mental Health and Mental Retardation Board advising of
three vacancies on the Board and recommendations of Mr. H. J. Carrol, Mr. F. C. Brown
and Mrs. George Weed to fill vacancies. Motion by Commissioner Kelly, second by
Commissioner Huntingford to accept recommendations. Alb members concur.
Letter from Jefferson County Water District No. 1 advising of qualified applicant, Otto
Day, for second position for water commissioner. Motion by Commissioner Huntingford,
second by Commissioner Kelly to appoint Otto Day to fill position No. 2. All members
concur.
Mr. Lloyd M. Bell appeared with request for county to dig ditch on the edge of his property,
Lots 5, 6, and 7, Paradise Bay. Stated his property is being flooded due to way culverts
are layed. County will do ditching, but any erosion caused by new ditching will be the
responsibility of the property owner.

Motion by Commissioner Huntingford, second by Commissioner Kelly for county to
join NACO. All members concur that cost should come out of Commissioners expenses.
Notice from State Liquor Control Board of class H license issued to Holland Fred Barrett,
Discovery Bay Lodge, and class BC EF license issued to Byron Hamlet and Geraldine
Rude and Donald R. and Agnes A. Campbell, Geoduck Tavern.
Commissioners received letter from Dept. of Civil Defense concerning Jefferson County's
participation in the P&A Expense Fund program. No final decision has been made. Re-
ceived also was Wash. State Natural Disaster Operations Plan.
Commissioners received District Justice Court and Municipal Court Activity Report- 1970.
Western Elevator Corp. , order to furnish and install one set of double beam photo-electric
eyes for elevator for $650 plus tax. Chairman O'Meara will acquire more information
before signing.
Copy of pre-application notification form from Dept. of Natural Resources for their
proposed project from Olympic Regional Planning Council. Projects are "Cottonwood"
in Jefferson County and "Striped Peak" in Clallam County.
Notice from Public Employees' Retirement System that application for continuation in
service for Horace E. Gleason has been filed.
Commissioners signed Resolution No. 7-71, Co. Rd. Project No. 332, in the matter of the
Upper Hoh road No. 216, to w nstruct a bridge over Alder Creek; as follows:
Commissioners signed Resolution No. 8-71, Co. Rd. Project No. 333 in the matter of
the Upper Hoh road No. 216 to improve road at Alder Creek Hill.
County trust land transmittal of funds from Dept. of Natural Resources. $39. 90 from
Berenice E. Martin and $96 from Eugene V. Hoglan.
Commissioners received letter from Joe Mentor, State Representative re: House Bill
764, without comment.
Commissioners received letter from John A. Cherberg, Lieutenant Governor, expressing
appreciation for support of Senate Bill 512 and House Bill 764. /.
Commissioners received correspondence from Dept. of Revenue re: 1 ) Public tax defender
proposed in property tax relief bill: 2) New tax compliance campaign: 3) Statement of
revaluation program ; and 4) State revaluation program nears half-way point.
There being no further business before the Board, the meeting was adjourned.
