eeting with Williams, Egan, Dupuis and Aiker re: Williams and Egans Additions
Matter settlement is community beach rights wanted by Egan, which were in orig-
nal " mod." pia . Williams stated all beach property has been sold and is now in corporation,
consequent y e can not give Egan beach rights. Dupuis offered to sell Egan water rights, but
he refussed unless permission to use the beach was also in contract. Engineer Becker offered
to have road appraised by three appraisers and the County would purchase the road from him.
Egan stated he'did not want money from the County, only for his property to have the same
value as Williams and without beach rights, it would not. Commissioner Kelly stated only alter-;
native for County is condemnation of the road. Chairman O'Meara explained that to enable .
access into contiguous property, they had no other choice. Egan stated he would have to stand
on his claim for beach rights. Motion made by Commissioner Kelly to start condemnation pro-
cedure on road. Commissioner Huntingford asked to be excused to talk to Egan in private.
Upon returning, Commissioner Huntingford asked Commissioner Kelly to withdraw his motion
to give Egan an opportunity to contact corporation of property owners in Williams Addition.
All concurred to table final decision until March 1st.
Charles J. Carelli, Planning Assist. , Dept. of Ecology, appeared re: Sewage Drainage Basin
Plans. Mr. Carelli has made the study for Jefferson County from information derived from
the County Auditor's office and County Water and Sewer Plan. Plan will be submitted to the
Board for approval. State grant in aid funds for the construction of major sewerage facilities
to public entities within a drainage basin can not be distributed in the absence of such a plan.
Motion by Commissioner Huntingford, second by Commissioner Kelly to approve minutes of
February 1st. meeting.
Notice from Frank Hyde, Robert Garten, Bob Robison, Water Fairman, Victor Anderson and
Donald Kero of withdrawal of lien claims against Bigstone and Jefferson County.
Copy of Satisfaction of lien and Order of dismissal of Angeles Gravel vs Bigstone.& Jeff. Co.
Letter from Niemeier and Green, Attny's. , requesting County to take steps to prevent further
damage to property owned by Mr. Robert A. Fish and Mr. John B. Chesterly; Lots 13 & 14,
Ludlow Beach Tract No. 2. Engineer Becker stated the County has made no changes in the
property other than cleaning the ditch that existed when Fish and Chesterly purchased lots.
Application for assistance from Soldiers' & Sailors' Relief Fund from Val Ivey approved for
$ �/,/Y Applications from Delores Lindley and Donald Guthrie tabled due to lack of complete
information.
Letter from Mr. and Mrs. Dean C. Straub stating dissatisfaction with widening of road on
Marrowstone Island and answer to letter from Engineer Becker.
Authorization for Jefferson County to tap into Navy water line on Chimacum Hadlock road in
front of County Shop site from L. P. Springmeyer, Director, Real Estate Div. , Dept. of Navy.
Commissioners approved and signed January bills to be paid in February, as follows:
County trust land transmittal of funds, $176 from the M & R Timber Inc.
Dept. of Revenue notice of annual property tax valuation Bill introduced to empower Co. Asses.
to review and adjust property values annually using modern data processing techniques.

Notice from Lloyd G. Baker, Director, Public Employees' Retirement System, opposing the
Governor's budget proposal to defer state employer contributions to pension fund and change to
modified pay-as-you-go plan. Resolutions were passed by both the Retirement Board of the
Washington Law Enforcement Officers and Fire Fighters Retirement System and the Retire-
ment Board of the Washington Public Employees' Retirement System against proposal.
Hal McKee appeared concerning article in Port Angeles Evening News, Feb. 4th. pertaining
to Commissioners comments on ordinance on licensing coin operated machines. He presented
letter to the Board protesting the repeal of the ordinance.
Pros. Attny. Daly presented letter and an Ordinance to repeal Co. Ordinance No. 12 (licensing
of coin operated machines).
Meeting will be held with all concerned before Board acts on Ordinance of repeal. Sheriff
Hansen urged delay in adoption due to legislature trying to dissolve problem.
George Houch, Dept. of Ecology, Dr. Glen Deer, Developer and Allen Lang, Engineer,
appeared re: Bridgehaven Development. Engineer Becker stated that Mason County's Sewer
Treatment Plan agreement would be good with adjustments, and recomends to Board that
agreement can be made. Bridgehaven people will submit proposal to the Board.
Letter from Pros. Attny. Daly re: Hartegan vs Jefferson County. Requested Commissioners
to notify him of top offer they will make Hartegan for damage to his property. Copy of letter
from Daly to Vaughn Evans, Hartegan's Attny. offering $1, 000 as settlement.
Letter from Jefferson County Planning Commission rejecting Toandos Del Mar Sub-division
No. 1 for following reasons:
1. No community areas are designated as such.
2. Contains no information about water system or sewer disposal.
3. Several lots are less than required 9000 sq. ft.
4. No drainage or utility easement indicated.
Letter from Jefferson County Planning Commission recomending approval of Marine View
Camper Club due to lack of regulations covering this type of plat.
There being no further business before the Board, the meeting was adjourned.
