HomeMy WebLinkAbout121670M • �•` «� BOARD OF HEALTH MINUTES December 16, 1970 The meeting was called to order with the following members present: Dr. Lydiard, A. M. O'Meara, Mary Norwood, Lorraine Ross, Gael Stuart, John Kirner and Dr. Benham. Doris Stuart, and Don Morrison represented the staff. Dr. Benham stated that additional public health nursing service for the Neah Bay area was available due to the fact a former staff nurse was living at Neah Bay. The Board authorized the additional amount to be placed in the budget with one half the amount to be kept in reserve in case the Division of Health failed to provide additional funds after June 30, 1971, and stipulating that Board action would be taken on the use of the reserve if needed. The Board considered the request to increase the Districts payment of a pre-paid medical plan equal to that made available to other county employees of the court house but decided to leave the amount at $10 per employee. • Dr. Benham stated that the Division of Health inquired if we would be interested in subscribing to SCAN telephone service which would materially reduce the cost of long distance calls and improve communications. The Board approved of this expenditure. The proposed 1971 budget was presented and reviewed in detail. The Board agreed that Clallam County could reduce its appropriation to the Pooling Fund in the amount necessary for building bond redemption and that the bonds and interest would continue to be paid by Clallam County instead of by the Health District. The Board also agreed to return to Jefferson County the amount of money agreed upon by formula for Jefferson County office space services. It was noted that the appropriationfrom the City of Port Townsend had been reduced to $278.13 by agreement with Jefferson County Board of Commissionershat Jefferson County would make up the difference. Dr. Benham brought up the potential need for Medical Malpractice Insurance and that Kitsap County was paying the entire annual $358.00 premium. The Board voted to pay $75.00 toward Malpractice Insurance for Dr. Benham. Dr. Benham reported on balances in Clallam and Jefferson TB Control funds as the result of so few TB cases requiring hospitalization during the year. $3,024.00 has been budgeted into the Pooling Fund from Clallam County in 1971. There will be an estimated : 10,000 balance in Jefferson County's TB fund and the Board suggested that with permission of the Commissioners, this amount be transferred into the Pooling Fund for investment until needed to offset future needs. Mrs. Ross made a motion, seconded by Dr. Lydiard to adopt the 1971 budget as ammended. The motion passed. In other business the Board requested that minutes of meetings be mailed to the counties and cities for their records. They also suggested that the County's Prosecuting Attorneys be asked for an opinion whether or not the County's Liability Insurance also covered the Olympic Health District. Dr. Benham informed the Board there had been an official inquiry made to obtain counties feeling regarding legislation to place all health departments under state jurydiction. Dr. Lydiard made a motion, seconded by Mrs. Ross and passed unanimously that the District Board of Health is unalterably opposed to any legislation which would put local health departments under state control.
