RE: Proposal to Identify, Prioritize, and Rank Department of Community
Development Projects, Plans, and Programs
STATEMENT OF ISSUE:
The Department of Community Development("DCD") seeks to apprise the Board of County
Commissioners ("BoCC") on thirty identified (30) projects, programs, or plans moving
forward with a special focus on those that are time-sensitive.
By time-sensitive, DCD means state-mandated updates such as those required by the Shoreline
Management Act of 1971 (RCW 90.58), fiscal responsiveness as best exemplified by the
department approvals necessary for grants or loans to finance critically important projects such
as the Port Hadlock/Irondale Sewer, and third-party evaluations of DCD's core functions.
These evaluations include the Federal Emergency Management Agency (FEMA) Community
Assistance Visit (CAV) and Washington State Ratings Bureau's designation of both Jefferson
County's Protection Class (PC), which describes our community's fire-defense capabilities,
and the Building Code Effectiveness Grading Schedule (BCEGS), which details our
community's building code effectiveness and enforcement practices. During the CAV, a
FEMA staff member provides technical assistance and assures that the community is
adequately enforcing its floodplain management regulations. With many projects, programs,
and plans moving forward—pared with a record number of permit applications to process—
DCD's human capital (staff) experiences extreme pressure because it is limited to twenty-three
(23) staff members that primarily respond to applications for permits to construct, repair, or
remodel single-family housing. (See the attached DCD organizational chart.)
ANALYSIS:
In order to facilitate a comprehensive overview of the department's projects, programs, and
plans (PPPs), DCD has grouped all 30 PPPs into five areas: 1) Housing, 2) Fiscal, 3)
Intergovernmental -IG, 4) Infrastructure -IS, and 5) Other.

FISCAL IMPACT:
The above referenced projects require extensive resources. In advance of the 2023 budget
preparation, DCD requests clear direction from the BoCC regarding which of the above
projects should be prioritized in the 2023 calendar year.

RECOMMENDATION:
DCD requests that the BoCC listen to a presentation on the range and scope of the PPPs, then
schedule a second meeting to prioritize the projects listed above upon receipt of the Planning
Commission recommendation for prioritizing those projects that relate to potential
amendments to the Comprehensive Code and associated development code. (DCD plans to
organize a retreat for the Planning Commission in September. The retreat would include a
project prioritization exercise for the 2023 work plan.)
