JEFFERSON COUNTY EMERGENCY MEDICAL SERVICES COUNCIL
WHEREAS, the National Highway Act of 1966 set forth a requirement for
local governments to establish an agency to up-grade the standards of Emergency
Medical Services, and Jefferson County Emergency Medical Services Council was
accordingly formed, and
WHEREAS, hhe Emergency Medical Systems Act of 1973 (Public Law 93-154)
requires that emergency medical plans be developed and systems established,
expanded and improved, and
~EEEAS, the Emergency Medical Services Section, Depa~L~nt of Social
and Health Services recognizes the need for an advisory group within each Emergency
Medical Services Region of the State, in which the Jefferson County Emergency
Medical Services Council could act as representative, and
YYHEREAS, we, the undersigned, are deeply concerned with the quality of
emergent medical care offered to the residents and guests of the County,
NOW, THEREFORE, BE IT RESOLVED and AGREED by the undersigned that:
The Jefferson County ~nergency M~dical Services Council shall develop,
implement, and coordinate, on a voluntary basis, the emergency medical providers
into a viable, on-going EMS SYSTEM, and
FURTHE~4ORE, the above-mentioned Council shall, at the pleasure of the
Board of County Con. missioners, act as advisors to the Board in matters involving
the delivery of emergent medical care and other related areas.
DESCRIPTION
The Jefferson County Emergency Medical Services Council shall be incorporated
under the laws of the State of Washington as a non-profit corporation.
The membership of the Council shall be made up of representatives of the
various emergency medical providers in the County, as well as representatives of
the public and elected government officials.
The executive branch of the Council shall consist of a Director, Assistant
Director, and Secretary-Treasurer. These officers shall be elected on an annual
basis by the general body of the Council.

The Council shall meet on a m~nimum of once a month and such meetings
shall be held at the time and place set forth by the Director.
The duties of the Council shall, in addition to those mentioned above,
include, but not be limited to, assisting in the acquisition of funds frc~
gove/Tm~ntal agencies, as well as frc~ private sources, such as grant foundations,
for the use of the service agencies.
