WHEREAS, Jefferson County entered into contract with the
Employment Security Department whereby certain expenditures of the
county used to provide unemployed and underemployed persons with
employment in needed public services become reimbursable by the
United States under the Comprehensive Employment and Training Act;
and
WHEREAS, under approval of the Board of County Commissioners
certain offices nave hired additional personnel in conformance with
the guidelines and regulations of the CETA program; and
WHEREAS, the 1976 budgets for these various departments are
inadequate due to the unforeseen necessity for such expenditures;
and
WHEREAS, a supplemental budget for said funds has been
prepared by the county auditor, a detailed copy of which is hereto
attaciied and made a part hereof; and
WHEREAS, it appears to the Board that an emergency exists
as could not have been forseen or contemplated at the time of making
the budget for 1976 and is for the best interests of Jefferson County
that the appropriation be made;
THEREFORE, BE IT RESOLVED that an emergency is hereby
declared, that appropriations be made for the aforementioned depart-
ments for the purpose as set forth.
BE IT FURTHER RESOLVED that a public hearing be held on
said emergency appropriation and that said hearing be held in the
County Commissioners Chamber of,Jefferson County on the 3rd. day of
May, 1976, at the hour of 10:30a.m., and that notice of said hearing
be published in the official newspaper of Jefferson County and that,
at said hearing any interested taxpayer may appear and be heard for
or against the appropriation for such alleged emergency.
APPROVED and ADOPTED this /day of April, 1976.
