HomeMy WebLinkAboutra02MxPropRates JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners •FROM: Mark McCauley, County Administrator Jeff Chapman, Assessor DATE: July 18,2022 SUBJECT: Workshop re: Maximum Property Rates Per Thousand of Assessed Property Valuations, Current Status of Those Rates and Remaining Rate Capacities STATEMENT OF ISSUE: A number of local taxing jurisdictions are considering placing property tax measures on the ballot in upcoming elections. Because of this the Board of County Commissioners have asked that the County Assessor, Jeff Chapman, conduct a workshop on property taxes with emphasis on the various rate limits per thousand dollars of assessed valuation. ANALYSIS: The Board is interested in understanding the various rate limits for the state, the county, the City of Port Townsend and the various junior taxing districts, where these government agencies are in relation to the limits, and what capacity exists to increase their rates. They are also interested in levies that are exempt from the limits, if any, and whether or not local governments can raise rates without a vote of the people. Further, they are interested in the mechanics related to the limits during a recession when assessed values drop significantly. RECOMMENDATION: That Jeff Chapman, County Assessor, make a presentation to the Board of Commissioners and answer any questions they might have.
