Like many other rural areas, the northeast Washington counties of Ferry, Pend Oreille, and Stevens have sought to diversify their economy as their primary industries – ranching, timber, and mining – have dwindled in recent years. Community and government officials have long known about the region’s natural assets, such as the 1.5 million-acre Colville National Forest, for outdoor recreation. But many saw the beautiful landscape mostly as a way to attract new businesses and workers to the region. Then more visitors started showing up at the region’s trailheads, waterways, and campgrounds during the pandemic. Many of those resources are flowing to cities and counties via the American Rescue Plan Act’s (ARPA) flexible State and Local Fiscal Recovery Funds (SLFRF). Our three organizations—the National League of Cities, the National Association of Counties, and Brookings Metro—are tracking how cities and counties are using these flexible funds via our Local Government ARPA Investment Tracker.
