SUBJECT: WORKSHOP re: Policy Management Group and Emergency Management
Protocol for BOCC and ADDITIONAL PUBLIC COMMENT
STATEMENT OF ISSUE:
One finding from the preliminary COVID-19 Pandemic After Action Response was that additional training
was required for the BOCC to best understand their roles in emergency response. County Commissioners
may serve on the Policy Management Group, a body that convenes to discuss high-level emergency
response issues and provides guidance to the Emergency Operations Center. Additionally, the BOCC has
requested guidance from DEM on their roles in the initial phases of an emergency, prior to an EOC
activation.
ANALYSIS:
The last emergency management training DEM held for the BOCC was several months prior the COVID-19
pandemic. A refresher training and discussion of updated protocol has been identified as a need by both the
BOCC and DEM.
RECOMMENDATION:
DEM holds a workshop for the Board of County Commissioners on the Incident Command System and their
roles in the Policy Management Group as part of an emergency response.
