In the Matter of Establishing }
a Special Fund to be Known as }
the GRANT MANAGEMENT FUND}
RESOLUTION NO.
62-94
WHEREAS, Jefferson County, from time to time, applies for and is granted
Community Development Block Grants as well as other types of grant funds in
varying amounts from the State of Washington and other State and/or Federal
agencies; and,
WHEREAS, the County is also the recipient of grant funds, which are the
joint responsibility of other agencies as sub-recipients; and,
WHEREAS, because the County as recipient of the grant funds, has the
administrative authority over the activities related to such grants, it is in the best
interest of all parties to establish a special fund which will facilitate the financial
record keeping required; and,
WHEREAS, Engrossed House Bill No. 248, Section 1, adopted 1971 First Ex.
Session, in accordance with the provisions of RCW 36.40, permits borrowing
between funds when used for a specific purpose, which in this instance shall be to
provide for efficient and timely delivery of programs and services funded wholly or
in part by grants from federal and State agencies.
NOw, THEREFORE, BE IT RESOLVED, that the County Treasurer be, and
she is hereby authorized to establish a special fund to be known as the GRANTS
MANAGEMENT FUND No. 123-000-010 for funds received by the County from
grants some of which may be passed through to other agencies as provided in
specific Agreements for each grant.
BE IT FURTHER RESOL VED, that in order to service the grants awarded in
a timely manner, it is hereby found and declared that the public welfare, con-
venience and the uninterrupted public services provided by these grant funds,
requires this Board of Commissioners to proceed in manner and form as herein
determined, and that the sum of fifty thousand dollars ($50,000.00) be borrowed
from the County Current Expense Fund, the same to be repaid in full along with an
interest payment of three (3) per center per annum within five years of the date of
this resolution; and
IT IS HEREBY ORDERED, by the Board of County Commissioners that the
County Treasurer be, and she is hereby authorized and empowered, to transfer the
amount of fifty thousand and no/100 dollars ($50,000) from the unencumbered
balance of the Jefferson County Current Expense Fund, into the Jefferson County
Grants Management Fund No. 123-000-010 after it is duly established.
