RESOLUTION NO.
63-94
WHEREAS, Jefferson County has adopted a Mission Statement identifying IIquality"
services as a core mission of the county; and
WHEREAS, quality depends on meeting our customers' (both internal and external)
expectations, desires, and requirements; and
WHEREAS, Jefferson County desires to meet and exceed customer needs; and
WHEREAS, a highly skilled, dedicated, motivated and caring work force is essential
to achieve customer satisfaction; and
WHEREAS, a commitment to continuous process improvements and customer
satisfaction is the preferred operating philosophy of department heads, employees, vendors
and suppliers, as well as Boards and Commissions is necessary to ensure success; and
WHEREAS, working together as a team builds trust, creates a positive work
environment, and enhances creative problem solving; and
NOW, THEREFORE, BE IT RESOLVED, that the Jefferson County Board of
Commissioners affirms the Jefferson County Mission Statement with emphasis on providing
"quality government services," and does hereby adopt Total Quality Management philosophy,
principles, and techniques to serve as a guide to providing quality service. Systems and
processes will be continuously analyzed to identify improvements to meet customer needs; and
internal support systems (information sharing, employee advancement, training, budgeting, etc.)
will be initiated, enhanced or modified as needed to emphasize quality principles and practices.
BE IT FURTHER RESOLVED, that a Total Quality Steering Committee is hereby
established with membership comprised of one member of the Board of Commissioners; one
member from the Law and Justice Council; one other Elected Official; the Directors of
Community Services, Public Works and Health and Human Services; the County Extension
Agent; and Union Representative from each bargaining unit; and
BE IT FINALLY RESOLVED, that the Total Quality Steering Committee shall
operate as an advisory board with open meetings; shall oversee the deployment of quality
practices and principles throughout Jefferson County government including the establishment
of one or more quality management boards and breakthrough process teams; shall provide
oversight and guidance on the County's quality initiative; and otherwise support Jefferson
County's Total Quality Management philosophy and deployment strategy.
