HomeMy WebLinkAbout079 94 ex: All Dep+, l-I;¡-q~ STATE OF WASHINGTON County of Jefferson IN THE MATTER OF THE ESTABLISHMENT OF A SICK LEAVE BANK FOR USE BY ANY EMPLOYEE WITH A LIFE THREATENING ILLNESS OR MAJOR MEDICAL CRISIS AND AUTHORIZING COUNTY EMPLOYEES WHO WISH TO MAKE A VOLUNTARY DONATION OF ACCRUED SICK LEAVE } } } RESOLUTION NO. 79-94 } } } WHEREAS, employees of Jefferson County have asked that a Sick Leave Bank be established from which employees who have a life threatening or major illness which has caused them to exhaust their own sick leave benefit, to draw sick leave hours donated voluntarily by other employees, and; WHEREAS, the Board of County Commissioners have considered the request and find that, with some restrictions, a Sick Leave Bank would be in the best interest of all County employees as a way to help other employees in a time of need. NOw, THEREFORE, BE IT RESOLVED, that a sick leave bank account shall be established to which County employees may voluntarily donate a portion of their accrued sick leave under the following conditions and guidelines: . Any Jefferson County employee may donate up to a maximum of twenty- four hours of accrued sick leave to the Sick Leave Bank Account. . The employee may designate for whom the sick leave is donated or they may make a general donation. . A written authorization stating the hours donated should be submitted to the Human Resources Manager by the volunteer donor. . Any employee with a life threatening illness or major medical crisis as attested by a licensed physician may then make a request to the Human Resources Manager for use of the donated sick leave hours. The request will include an estimated time he/she will be unavailable for work. . After review and approval by a Board, consisting of the employee's Depart- ment Head, a County Commissioner and the Human Resources Manager, a copy of the authorization will be forwarded to the Auditor's office for personnel record changes. . Pursuant to use of time from the Sick Leave Bank, should an employee's employment records indicate a consistent lack of more than five days accumulated sick leave or a persistent pattern of using one or more sick leave days per month (without evidence of a chronic illness), the employee will not be eligible to draw on the bank. This detennination will be made by the designated Board listed above. . An employee must use up all sick and vacation hours accrued before he/she is eligible to petition for Sick Leave Bank hours. Since an extended absence could create a budget hardship within an individual office, no employee may petition for a period of more than thirty (30) working days. . Following the initial donation to establish the bank, employees may make donations only after their accrued sick leave balance reaches 240 hours or an emergency is declared by the Human Resources Manager in conjunction with the Board of Jefferson County Commissioners. An employee may donate surplus sick leave only once a year in November and may not exceed twenty-four hours a year.
